PRI senator: Party members could oppose private participation

Some members of Mexico`s PRI opposition party could reject private participation measures in President Felipe Calderón`s (PAN) energy reform proposal, according to PRI senator Manlio Fabio Beltrones.

The reform calls for allowing private firms to construct and operate refineries and opens the door to private participation in the transport, storage and distribution of products derived from gas and crude.

PRI is not already on board with the PAN proposal as has been speculated, the senator said.

"There`s no consensus on these issues," the senator said, adding he "perceives" some PRI members could reject the idea. "But that will have to be addressed in the debate."

The reform`s five initiatives seem to take into account the basic premises stipulated by PRI: no constitutional reform, no risk contracts and no privatization of oil, said Beltrones, who is the party`s coordinator in the senate.

PRI will bring its own proposal to the debate to correct "what seems insufficient to us," Beltrones said, according to a transcript of his speech. Calderón needs PRI support to win a majority in congress.

PRI had planned to present its own reform bill in May if the executive branch did not submit a proposal by then.
