During the opening of the seminar "Perspectives and Challenges for the Brazilian Infrastructure" that took place yesterday (25/11) at FGV do Rio, Bento Albuquerque of MME stated that to meet the demands of economic growth, the electric sector will need investments of around US $ 450 billion in new generation and transmission plants by 2029, due to an estimated growth of 35% and 39%, respectively, in 10 years.
One of the priorities of the government is to increase investments in infrastructure, "which are fundamental to leverage economic growth." Following this, Bento Albuquerque participated in the 2nd Pre-Salt Petroleum Technical Forum, promoted by Pre-Salt S.A (PPSA), in which he spoke about the challenges and attractiveness of the oil and gas sector in the next decade.
At the Getúlio Vargas Foundation, still referring to the energy sector, the Minister highlighted the continuing challenge of the country to promote the expansion of the matrix, safeguarding energy security, meeting the objectives of sustainable development and ensuring access and accessibility to consumers and industry. “Planning and innovation are fundamental tools to achieve this goal. Innovation, in particular, is an important source of modern economic development, greatly contributing to building a cleaner environment, ”said the Minister.
In his speech, Bento Albuquerque spoke about the Brazilian energy matrix, noting that it has 45% of clean sources while the world average is 14%, and also highlighted the Brazilian electricity matrix: “85% of it is composed of renewable sources such as hydroelectric , wind, solar, and biomass - which is in perfect harmony with the Brazilian commitment made through the Paris Agreement, in which Brazil pledged to reduce greenhouse gas emissions by 37% by 2025 and by 43% by 2030 compared to 2005 emissions ”.
Regarding the use of biofuels in the vehicle matrix, Bento Albuquerque stressed that Brazil remains at the forefront of the world, with ethanol and biodiesel accounting for about 31% of the total fuels used today in the country. “The great domestic demand and competitiveness These prices help us to have a prominent position on the international scene in the offer of these products. We are the second largest biofuel producer, behind only the US ”, recalled the Minister, who also praised the oil and gas sector:“ the sector is undergoing an important opening, with several opportunities on offer because Brazil has today the most productive wells in the world in the pre-salt area ”.
The Minister recalled the auctioning of surplus volumes of the assignment, “the largest ever held in history”, which raised about R $ 70 billion in signature bonuses, and highlighted the implementation of new practices for a new gas market. natural gas with a view to opening the gas industry to private investment in an effort to increase efficiency and lower prices for industrial and residential customers. “Gas will play an important role in Brazil's energy matrix, already part of the new energy auctions, and will boost industrial activity, creating new opportunities,” said Bento Albuquerque. “We are confident that in the gas sector,” he added, “private enterprise will do much more. The expansion of the network will need investor support and the country is creating a business environment conducive to these investments. ”
PPSA plays an important role
From the Getúlio Vargas Foundation, Bento Albuquerque went to PPSA. In his speech, he stressed the importance of the state-owned company in the pre-salt context, noting that the company currently manages 25 contracts for the Union, 14 of which are production sharing and 11 production individualization agreements, and that by 2020 there will be 28 contracts. contracts with the three new sharing contracts arising from the 2019 auctions. “This importance is demonstrated by the results that the company presents to the Union, whether in the operating committees of the sharing contracts, the production individualization agreements (AIPS) and also in the commercialization of the portion of the Union's oil profit in these contracts ”, emphasized the Minister. "It also stands out, showing its importance, that one of the assignment contracts, the Buzios area, already has four platforms in operation, which currently produce more than 400,000 barrels of oil equivalent per day," he said.
In the field of commercialization, Bento Albuquerque noted that the company should be responsible for revenue of $ 571 million, as early as 2019, and that in 2023, this revenue should reach $ 6 billion. "To meet all these challenges, the company has been restructured and trained for such a noble purpose, remembering that all revenues generated by it are destined to the Social Fund, reverting to the benefit of all Brazilians," he said.
Regarding the challenges of the sector as a whole, the Minister recalled that the government has sought to increase the attractiveness of the development of pre-salt fields through legal certainty and multi-annual planning for rounds in the production sharing regime. , as approved by CNPE Resolution No. 17/2017. And that by means of CNPE Resolution No. 19/2019, the achievements of the 7th and 8th sharing rounds were approved, respectively, for the years 2020 and 2021. According to the Minister, these blocks will not be included in these next rounds. round 6 and the excess volumes from the Atapu and Sepia fields, which were not sold at the Assignment auction held on November 6.
