Brazilian Association of Industrial Engineering - Abemi, which brings together more than 40 associated companies linked to the areas of oil and gas, civil construction, project engineering, industrial assemblies, has strongly positioned itself with the Government on the current presidential vetoes of MP 936 dealing with relief of the sheet and Law 14,026 / 2020 on basic sanitation. In addition to supporting the initiative on the new gas market through (PL) 6.407 / 13.

 

Despite being totally different themes, Abemi understands the importance of everyone to stimulate the growth of the Brazilian economy, taking it to a new level, even with the crisis generated by the Covid 19 pandemic. “Thus, it is essential and urgent to vote by the Federal Senate, under penalty of serious damage to Brazilians ”, says Gabriel Aidar Abouchar (photo), president of the Association.

 

This issue can be seen, for example, in the exemption from payroll, which, in the opinion of Telmo Ghiorzi, director of institutional relations at Abemi, is necessary to stimulate job creation, especially at a time when unemployment has already hit home almost 9 million people, which negatively impacts other sectors. “Brazil is still a country whose tax structure overloads consumption, investments and jobs. The exemption approved by Congress is aimed at reducing at least part of these negative effects. We know that much remains to be done and tax reform needs to evolve as quickly as possible. Therefore, President Bolsonaro's veto needs to be overturned, to restore confidence in our country, ”he says.

 

Why Abemi supports the maintenance of vetoes of the New Sanitation Framework 

“We consider Law 14,026 / 2020 approved by the National Congress, as the most important initiative for the modernization and development of the most backward area of the country's infrastructure, Basic Sanitation. It is certain that its approval has a direct impact on improving the quality of life for around 100 million people. Thus, Abemi fully applauds the Executive Branch's vetoes to the text approved by Congress, as, among other benefits, it will allow private investments to enter the sector ”, says President Abouchar.

 

This will generate free competition, adds Joaquim Maia, director of the Sanitation, Water Resources and Waste Working Group at Abemi, "which will enable Brazil to emerge from this shameful and inhuman state that has become even more evident with the pandemic crisis". This reality is clear when it is observed that more than 1,000 municipalities in the country do not even have any contractual form that guarantees the execution of Basic Sanitation services. In addition, there are no goals, commitments and quality of Basic Sanitation services in the vast majority of Municipalities.

 

It is estimated that for this New Sanitation Framework, around R $ 700 billion in infrastructure investments will be necessary for the universalization of Water and Sewage services by 2033 (without considering the costs necessary for the adequate treatment of solid waste) ”, also points out that “Brazilian engineering, which we represent in its various sectors, is able to face this challenge by generating jobs, income and taxes so necessary for the resumption of development”

 

New Gas Market, unconditional support 

The New Market for Natural Gas initiative, recently approved as a Law, according to the president of Abemi, will bring great economic benefits. "Starting with a better use of pre-salt gas, where the reinjection of gas in the reservoirs is at its efficiency limit, will induce its flow and use as energy and raw material for other sectors of Brazilian industry," says Abouchar.

 

In parallel, he continues, "investments in expanding the flow, transportation and distribution infrastructure and in the construction of new plants that consume the input, will induce rapid and vigorous growth in the engineering and construction sector".
