In a meeting held last Tuesday (7/4), the Special Bidding Commission (CEL) of the Permanent Offer approved the enrollment of two more companies: Chevron Brasil Óleo e Gás Ltda. and Infra Construtora e Serviços Ltda. With these approvals, which were published today (9/4) in the Federal Official Gazette, the Permanent Offer now has a total of 54 companies registered. See the full list here.
Unlike the traditional ANP bidding rounds, the Permanent Offer has not been suspended due to the coronavirus pandemic and is still in progress.
The Permanent Offering process for areas for the exploration and production of oil and natural gas provides for the continuous offer of fields and blocks returned (or in the process of being returned) and exploratory blocks offered in previous and not auctioned rounds. In this modality, registered bidders can submit a declaration of interest, accompanied by an offer guarantee, for any blocks or areas on offer. Once one or more declarations of interest have been submitted, and all documentation has been approved, CEL publishes a schedule for carrying out a cycle for presenting offers.
The 1st Cycle was held on 10/09/2019, resulting in 33 blocks and 12 areas with marginal accumulations completed. ANP has already signed 25 of the 45 concession contracts for the First Permanent Offer Cycle. See here the list of the 25 signed contracts and the statements published in the DOU.
