Petrobras Paid R$ 277.6 Billion in Taxes and Government Take in 2025

The company is the country’s largest taxpayer, accounting for around 7% of total national tax revenues

In 2025, Petrobras paid R$ 277.6 billion in Taxes and Government Take (PGOV, the Brazilian acronym for government take) in Brazil, a 3% increase compared to 2024. This amount corresponds to approximately 7% of the country’s total tax revenues in 2025, making the company the largest taxpayer in Brazil, according to data from the Federal Revenue Service (Receita Federal), the National Treasury (Tesouro Nacional), and the State Transparency Portal. On average, Petrobras paid R$ 1.1 billion per business day in taxes and PGOV.

“We are proud to be Brazil’s largest taxpayer and, through the payment of taxes, contribute to the country’s socioeconomic development by ensuring resources for public investments in areas such as healthcare, education, infrastructure, and public safety. Over the past five years, the company has paid more than R$ 1.3 trillion in taxes and government take, an amount distributed among the federal government, states, the Federal District, and municipalities,” said Chief Financial and Investor Relations Officer Fernando Melgarejo.

Petrobras accounted for 6% of federal tax revenues. In 2025, the company paid R$ 161.9 billion to the federal government, of which R$ 68.6 billion corresponded to government take. The PGOV amounts paid consist mainly of royalties (R$ 39.7 billion) and special participation (R$ 21.5 billion).

At the state level, the company paid R$ 113.8 billion in ICMS, Brazil's state-level sales tax, in 2025. Petrobras’ contribution corresponds to approximately 14% of the total tax revenues collected by the 27 Brazilian federative units. In addition, government take payments made by Petrobras to the federal government are partially redistributed to states and municipalities. At the municipal level, R$ 1.9 billion in taxes were paid to 271 municipalities across 21 states and the Federal District.

The amounts paid by Petrobras include its own taxes arising from its operations, as well as taxes withheld from third parties, in its capacity as a responsible party or tax withholding agent, since Petrobras withholds taxes in commercial transactions with customers and suppliers, as established by law. These payments also include government take, which are financial considerations paid by companies that explore and produce oil and natural gas in Brazil.
