For the fourth consecutive month, the balance of job creation was positive. 394,989 formal jobs were created in October, as a result of 1,548,628 admissions and 1,153,639 dismissals. The record result in the historical series started in 1992 is in the General Register of Employed and Unemployed (Caged), released today (26) by the Ministry of Economy.

 

The stock, which is the total number of active bonds, in October reached 38,638,484, a variation of 1.03% in relation to the previous month. Year-to-date, the balance is negative at 171,139, resulting from 12,231,462 admissions and 12,402,601 dismissals.

 

Of the five major groups of economic activities, four had positive employment balance in October. The main one was the services sector, which opened 156,766 new vacancies. In trade, 115,647 posts were created; in industry, 86,426; in construction, 36,296.

 

According to the Secretary of Labor, Bruno Silva Dalcolmo, in April admissions fell and layoffs registered high, due to the crisis generated by the pandemic of covid-19. This effect of the beginning of the pandemic led the balance of formal jobs to remain negative throughout the year. “Admissions shrunk a lot, reaching 40% of normal volume, during the month of April. And there was a spike in layoffs as well. This opened a large deficit in April. From there, we can see a gradual resumption of the normal pace of the economy. But as the companies fired a lot during the month of April and afterwards they were already very lean, it is natural that the dismissals lost pace, ”he said.

 

Currently, added the secretary, hiring is growing. "At the time of the economy's reopening, of a strong recovery as it is happening now, this is documented by spending on credit card, electricity, lack of raw materials, it is natural that admissions would grow at a stronger pace than layoffs" , he added.

 

Job recovery

 

Economy Minister Paulo Guedes said that by the end of the year it is possible to recover the jobs lost at the beginning of the covid-19 pandemic. For the minister, when observing the accumulated balance of the year until October, negative (more dismissals than contractions) in less than 200 thousand (171,139), it is possible to predict that 2020 will end without job losses. “The pandemic has tragically affected Brazilian families, brought jobs down, personally affected us all. But we reacted with resilience, we knew how to make the social distance to protect our lives and, at the same time, keep the economy spinning to protect our jobs and our companies. And we can end the year by losing zero jobs in the formal market. In this recession, which has thrown us to the bottom of the can, we have not lost track, we have risen, and we are creating high-speed jobs ”, he said, when he participated in the beginning of the virtual press conference to present the results of Caged.

 

Guedes added that the result was so good that it may not be possible to improve. “The news is extraordinary. It is so good that it is difficult to improve. I don't think we will be able to create even more jobs. But just the indication that we can end the year with zero, is extraordinary ”, he stressed.

 

The minister stressed that the Brazilian economy continues to recover rapidly. “Since 1992, Brazil has not created so many jobs in one month. The economy continues to return in V [rapid recovery], generating jobs at a fast pace, "said Guedes.

 

Regional performance 

The month was positive in the five regions of the country: in the Southeast, the balance was 186,884 jobs; in the South, a result of 92,932; in the Northeast, 69,519 formal jobs were created; in the Midwest, 25,024; and in the North, 20,658 vacancies.

 

There was also a positive balance in all federative units, with emphasis on São Paulo (119,261 new vacancies), Minas Gerais (42,124) and Paraná (33,008). In relative terms, the states with the greatest variation in relation to the previous month's stock were Santa Catarina, Ceará and Amazonas.

 

Intermittent work and partial regime 

In October, there was a positive balance of 10,611 jobs in the intermittent work modality, resulting from 19,927 admissions and 9,316 dismissals (278 workers signed more than one such contract). The new hires occurred mainly in the services sector, which had a balance of 5,692 service stations, followed by construction (1,895 service stations), industry (1,600), commerce (1,056) and agriculture (368).

 

In part-time contracts, the balance was 1,328 jobs, as a result of 14,742 admissions and 13,414 dismissals (46 employees signed more than one contract in this modality). Vacancies were opened mainly in commerce (638 jobs) and services (614). The industry generated 217 new jobs and agriculture, 21.

 

Agreements 

There were also 15,331 dismissals by agreement between employer and employee in October, involving 10,043 establishments (38 employees made more than one dismissal). In the data by economic activity, these agreements were distributed by services (7,262), commerce (3,409), industry (2,736), construction (1,420) and agriculture (504).
