The ANP signed on 9/10 a Memorandum of Cooperation with the Petroleum Safety Authority of the Kingdom of Norway (PSA-Norway). The agreement formalizes the Agency's cooperation with the Norwegian oil sector regulator, intensifying the sharing of experiences on supervisory practices that guarantee safe activities for the exploration and development of marine oil resources.
The partnership will take place according to a work plan, in the technical and scientific scope of operational safety, including aspects of a regulatory, technical and administrative nature.
The cooperation agenda involves the following operational safety issues of common interest: extension of useful life and decommissioning; transfer of operations (assignment of rights); approval of drilling projects in the exploration phase; interactions with other regulatory bodies (such as environmental agencies) and other stakeholders; safety performance indicators; lessons learned from significant operational accidents; and cybersecurity.
ANP and PSA-Norway are member bodies of the International Regulator's Forum (IRF), a forum created in 1993 to deal with matters related to safety regulation in the exploration and production of oil and natural gas at sea.
The initiative to strengthen ties between the two bodies was specifically proposed by the ANP in October 2018, on the occasion of the Offshore Northern Seas Conference (ONS). Between November 4 and 7, 2019, the Agency held a workshop with the participation of technicians and directors from PSA-Norway, in Rio de Janeiro. The workshop highlighted the importance and benefit of a closer relationship between the two bodies.
