Today (April 14), the ANP released the list of sectors to be offered in the public session of the 5th Cycle of the Permanent Concession Offer (OPC), which will take place on June 17, 2025. In total, 16 sectors will be offered across five sedimentary basins—four offshore and one onshore—according to the Notice from the Special Bidding Commission (CEL) published in the Federal Official Gazette. The list of sectors is also available on the ANP website, on the page dedicated to the 5th OPC Cycle.

From now until May 12, 2025, the 31 registered and qualified companies eligible to submit bids in the 5th Cycle may still present declarations of interest accompanied by additional bid guarantees, specifically for blocks in these 16 sectors.

The following will be offered in the 5th OPC Cycle:

  • Four sectors in the Foz do Amazonas Basin, which is being offered for the first time since the implementation of the OPC;

  • Five sectors in the Santos Basin and four sectors in the Pelotas Basin, both of which had blocks awarded in the 4th Cycle—demonstrating continued industry interest in exploratory investment in these areas;

  • One offshore sector in the Potiguar Basin; and

  • Two sectors in the Parecis Basin, the only onshore basin with blocks available in the 5th Cycle.

The evaluation of the declarations of interest and bid guarantees submitted to the ANP for the 5th OPC Cycle was concluded during the 76th meeting of the Special Bidding Commission (CEL), held last Friday, April 11.
