ANP approves Gasbol's asset valuation process

The ANP board approved yesterday (12/3) the valuation process for the Regulatory Asset Base (BRA) of the Bolivia-Brazil Gas Pipeline (Gasbol), that is, what the value of this asset (built between 1997 and 1999) brought to the days based on the depreciated historical cost adjusted for inflation. This value includes the pipeline itself, compression stations and delivery points, among other facilities.

 

BRA is one of the criteria used by the ANP to calculate the maximum tariff that Transportadora Brasileira Gasoduto Bolivia-Brasil - TBG may charge from companies that use Gasbol, along with the value of the service itself. BRA can only be considered in the calculation of the tariff until the total depreciation of the asset has occurred, that is, as long as the investments made for its construction have not yet returned to the company. If these investments have already been paid, the tariff considers only the provision of the service.

 

The use of the pipeline by companies can be made after hiring part of its capacity. The maximum tariff that can be charged, calculated by the ANP, is published on the company's website.

 

The first public call for capacity hiring at Gasbol was held in 2019. On that occasion, the ANP calculated the BRA and the maximum tariff using the criteria of ANP Resolution No. 15/2014 and considering the useful life of the asset. In today's decision, the board maintained this understanding.

 

This understanding is in line with other ANP decisions in the same direction, respecting legal security and providing predictability to the market, which strengthens the willingness of agents to continue investing in the gas transport segment.

 

Although the process started with Public Call No. 1/2019, the definition of the BRA value clarifies the rules and tariffs applicable to all public call processes for allocating the natural gas transport capacity in Gasbol.
