During the Offshore Technology Conference (OTC) 2025 in Houston (USA), a Memorandum of Understanding (MoU) was signed between the Rio de Janeiro-based company EBSE and the Mexican company COTEMAR.
The agreement marks the beginning of a strategic partnership focused on joint efforts to develop innovative solutions and provide goods and services tailored to the oil and gas market.

The signing ceremony was attended by key representatives from both companies and strategic industry institutions. Marcelo Bonilha, CEO of EBSE, and Alejandro Martinez, President of COTEMAR, signed the document.
“This is a major milestone for both EBSE and COTEMAR, focused on efficiency gains, access to new markets, cost reduction opportunities, and greater competitiveness,” said Bonilha.

The event was also attended by Luiz Césio Caetano, President of the Federation of Industries of the State of Rio de Janeiro (Firjan), who highlighted the importance of the occasion:
“It is an honor to witness such a significant milestone involving a leading industry from our state. This agreement will further boost both the fluminense and Brazilian industries, strengthening our international presence and generating new market opportunities.”

Caetano also emphasized Firjan’s role as a partner of Rio’s industrial sector, offering support in professional training, technological development, innovation, safety standardization, and sustainability. According to him, EBSE, born in Rio de Janeiro and now one of the state’s leading industrial companies, is an outstanding representative of the region’s productive and innovative capacity.

The signed MoU symbolizes not only collaboration between two major market players, but also a broader movement toward regional integration and the strengthening of local value chains. The partnership is expected to generate positive impacts in terms of innovation and competitiveness across the entire oil and gas sector.

Petrobras executives also attended the meeting, including Director of Exploration and Production Sylvia dos Anjos, Executive Manager of Supplies Alexandre Alves, and Executive Manager of Structuring Program Management Wagner Victer.
Sylvia emphasized how the initiative aligns with Petrobras’ strategic goals by supporting employability and national economic development.

One of Petrobras’ core guidelines is the ongoing pursuit of cost reduction. And that is only achievable through partnerships that foster operational efficiency, such as the one established between EBSE and COTEMAR. We need to replicate this kind of initiative across other fronts to further increase the gains of the national industry,” she stated.
