The Ethics Committee of the Brazilian Presidency concluded yesterday (9) that the director general of the BrazilianPetroleum Agency (ANP), Magda Chambriard, can accumulate the position with the integral function of the Board of Directors of PPSA, which will manage the exploration of pre-salt oil.
The adviser of the committee, Horácio Raymundo de Senna Pires, rapporteur of the case, presented the vote, arguing that there is no impediment in the accumulation of positions, accompanied by other directors. According to the rapporteur, the organs are complementary and indicate Magda Chambriard to assume the post of counselor was institutional.
The PPSA was created by decree in August, as a public company with privately held corporation under the Ministry of Mines and Energy. Will be responsible for managing sharing contracts and represent the Union in the consortium formed for the execution of contracts.
Magda was appointed by President Dilma Rousseff to the position on the board last November 6. The term of office of the board, according to a presidential decree, is four years. According to the committee chairman, Américo Lacombe, there is no conflict in this case , as a government representative on the Board of Directors of the PPSA would be necessary.
"The regulator of oil has as one of its functions the monitoring of the efficiency of the service through the new company [ PPSA ] and the Union has the obligation to appoint a representative, who must be as qualified as possible", said the counselor Horácio Raymundo.
According to the rapporteur," this situation is nothing better than someone who is part of the ANP to participate as an element of management and oversight of public interests involved".
