The Official Gazette (DOU) published today (22) a decree qualifying for the Investment Partnership Program (PPI) three auctions in the electricity sector.

The first and second electric power transmission auctions of 2021 are qualified by the public notice, as well as an auction to supply isolated systems. With the decree, the government signals that it will resume the holding of two competitions per year for the transmission sector. In 2020, because of the pandemic, the government only held a transmission auction. It was in December.

The announcement for the first transmission auction was approved by the National Electric Energy Agency (Aneel) in early February. The auction, scheduled for June 30, will be for the construction and maintenance of 515 kilometers of transmission lines, being divided into five lots.

States contemplated

The projects will cover six states: Acre, Mato Grosso, Rio de Janeiro, Rondônia, São Paulo and Tocantins. The deadline for completion of the works is 36 to 60 months. The investment expectation is R $ 1.3 billion.

The company that offers the greatest discount, that is, the lowest value in relation to the maximum value fixed in the auction, will be the winner. The notice has yet to be analyzed by the Federal Audit Court (TCU).

According to the PPI website, the second transmission auction is still under study. The event is expected to be dedicated to the construction, operation and maintenance of transmission facilities in Bahia, Paraná and Pernambuco, totaling 866 kilometers of transmission lines. The duration of the contracts will be 30 years

The decree also deals with the realization of an auction of supplies for isolated systems, those that are not integrated into the National Interconnected System (SIN). In total, 23 locations in five states in the North Region will be served: Acre (three), Amazonas (five), Pará (ten), Rondônia (two) and Roraima (three).

The start of supply is scheduled for January 2023 and the contractual terms vary from 2 to 15 years, depending on the forecast of interconnection of these locations to the SIN.
