Eighteen new programs have been selected to join the 42 top-rated programs among the 54 existing ones in 2024.
T&B Petroleum/Press Office ANPThe National Agency of Petroleum, Natural Gas and Biofuels (ANP) announced today, July 1st, the final results of the 2025 edition of the Human Resources Training Program (PRH-ANP). Eighteen new programs have been selected, which will be added to the 42 top-rated among the 54 programs that existed in 2024.
As a result, PRH-ANP will now have a total of 60 active programs, distributed across 30 educational institutions in 18 states: Alagoas, Bahia, Ceará, Federal District, Espírito Santo, Maranhão, Minas Gerais, Pará, Paraíba, Paraná, Pernambuco, Piauí, Rio de Janeiro, Rio Grande do Norte, Rio Grande do Sul, Santa Catarina, São Paulo, and Sergipe.
This represents progress compared to the previous configuration, which included 25 institutions in 12 states.
In addition to the selected programs, 16 proposals were placed on a reserve list. These proposals may be incorporated into PRH-ANP in case of withdrawal of selected programs or an increase in available financial resources.
As outlined in the 2025 public call, in order to expand reach and promote regional diversity, priority was given to proposals from the North, Central-West, and Northeast regions, as well as those focused on training talent in strategic areas such as the Brazilian Equatorial Margin and BECCS technology – Bioenergy with Carbon Capture and Storage.
Priority was also given to proposals aligned with current public policies for the energy sector and the demands of industry, covering topics such as: hydrogen; biofuels; energy storage; sustainable thermoelectric generation technologies; digital transformation; strategic minerals; decarbonization of oil and gas exploration and production (E&P) activities; bioenergy with carbon capture and storage; and nature-based solutions.
The full results are available on the PRH page of the ANP website.

About PRH-ANP – Created in 1999, the Human Resources Training Program of ANP (PRH-ANP) is an important tool for implementing the public policy set forth in the Petroleum Law (Law No. 9,478/1997). Its goal is to promote research and the development of new technologies for the oil, natural gas, and biofuels sectors.
The program offers scholarships to foster strategic training, which is essential for the future of the national energy sector. Training areas include oil, natural gas, biofuels, renewable energy sources, energy transition, decarbonization, and first- and second-generation petrochemicals.
Since 2019, PRH-ANP has been funded by resources from the Research, Development, and Innovation (RD&I) Clause included in oil and natural gas exploration and production contracts. This clause allocates a portion of the gross revenue from high-producing or highly profitable fields to investments in RD&I.
