In two months, the Firjan Productive Resilience Program already has 46 requests fully attended. Of these, 32 are from the federal sphere, among them, the extension of the period for collection of federal taxes of companies covered by Simples for six months and the creation of the Unemployment Insurance benefit in a complementary format of up to 70% of salary. Since March 16, 81 proposals to deal with the crisis have been sent to the three spheres of government, especially in favor of small and medium-sized companies. The federation won almost 80% of the proposals: 57% fully and 22% partially met. The objective is to preserve the productive capacity of companies in times of coronavirus.

 

In MP 936/2020, the claims were the payment of 50% of the employees' wages during the period in which they were released to stay at home, with the amount of up to one minimum wage to be contemplated by the government; the permission of an individual agreement for partial stoppage of activities, guaranteeing 50% of the remuneration to the employee involved, an additional 25% coming from the Workers' Support Fund (FAT); and the temporary or total suspension of the “lay off” employment contract, without the need for collective bargaining, for a period of up to three months, with the participation of the federal government in the payment of 2/3 remuneration, also with FAT resources, or payroll incentives.

 

Still at the federal level, eight proposals were partially met. The most recent of these was the law that instituted the National Support Program for Micro and Small Enterprises, with a credit line aimed at working capital. Another proposal worth mentioning is in the electrical area, with the decree that allows the payment of consumed demand and postpones the payment of the difference between contracted demand and consumed demand.

 

At the state and municipal level, 14 claims are fully served and 10 partially. Among the assisted areas, three areas stand out: environmental, infrastructure / logistics and social responsibility. In the environmental aspect, the term of several obligations has been set. In the area of infrastructure and logistics, the time restriction for the circulation of cargo vehicles on the Rio-Niterói bridge was temporarily suspended. With the initiative, Firjan sought to guarantee supply to the population, by making cargo transport more flexible in urban centers. The proposal had already been met at the municipal level, when the City of Rio released traffic for transport trucks at all times.

 

Firjan's claims cover eight areas: labor (23 proposals), tax (21), financing (8) infrastructure and logistics (7), environmental (7), electricity (3), regulatory (2) and social responsibility (10 ). The federation will continue to demand from the public authorities the need to implement the measures already requested and not yet met, so that Rio's productive chain maintains competitiveness in this moment of crisis.
