During the O & G Seminar promoted by insurance and reinsurance broker JLT Brasil, in partnership with FIRJAN, the panelists were unanimous in affirming that the recent announcement of Petrobras' R $ 6.9 billion profit, a record increase in the 15th Round of Tenders from the National Petroleum Agency (ANP) and the large number of participants for the participation of the 4th Round of the pre-salt, scheduled for June, are examples of companies that have turned their interests to investments in the country.

 

The resumption of growth in the oil and gas industry was one of the themes discussed at the event, which brought together authorities, market companies and insurance companies. According to Tiago Macedo, Senior Council of Mayer Brown and Tauil and Checker Advogados, legislative, policy and regulatory changes have raised the attractiveness of investments.

 

"The next government can not stop this growth. What has been done in such a short time has had a huge impact and it is necessary to keep in touch with the industry, because there is still a lot to evolve. I believe we will not back down regardless of who is elected, "he said.

 

Adriano Bastos, president of BP Energia, and Karine Fragoso, manager of FIRJAN's Oil, Gas and Naval, also praised the recent movements of the federal government. "What was done in 18 months failed to do in 20 years and this allowed the resumption of our industry. We need to do more, such as opening doors for the growth of the independent producers, who are great generators of jobs in places where the big operators will not reach, "said Bastos. "We are looking forward to the current scenario. It is necessary to consolidate these changes to go further, "adds Karine.

 

The reinsurance market also celebrates. "The insurance market welcomes this resumption. This is a very important segment and few companies are interested in this activity, since it involves a risk of great complexity. Increased investments stimulate our industry, "explained Elias Junior, head of oil and gas Austral RE.

 

The challenge of environmental licensing was the theme of the second panel, bringing together representatives of various actors in the process. They believe that improvement is needed in all areas - Ibama, ANP, companies - so that the changes happen and bring the expected improvements. "If the market changes, the legislation has to keep pace. Today the market has a mix of operators and it is necessary to integrate all steakholders so that we can improve the environmental licensing process before this new scenario, "said Marcelo Mafra, executive manager of ANP's Operational Safety and Environment.

 

Tomas Bredariol, an environmental analyst at IBAMA, revealed that licensing time depends on many parties, citing as an example the areas in Foz do Amazonas, completed in 2013 and still with no prospect for the start of exploration. "On the technical side, there are still unresolved issues that are very relevant, such as border conditions, for example."

 

AGU's Attorney General, Eduardo Bim said that Brazil is very timid regarding regulatory rules compared to other countries. The opinion is shared by Carlos Henrique Mendes, from IBP, who points out the great need for improvement of the rules to minimize uncertainties and make feasible the planning of companies. "We do not see blocks offered outside Brazil without previous rules, which is essential for planning. For the investor, this uncertainty is horrible, "explained Mendes.

 

For Adriano Oka, vice president of JLT Re, the large number of participants in the ninth edition of the O & G Seminar demonstrates that there is ample space to discuss improvements that will lead to the growth of the industry. "For nine consecutive years we have been promoting this meeting to foster a discussion on how we can improve the industry and deliver new solutions. In the first edition of the event, we had 30 participants. Seeing the full auditorium today is very satisfying and shows that we are occupying a relevant space as a mediator of a strategic debate for the country. "

 

Vice President of the FIRJAN System, Raul Sanson said that Brazil was once again the "the flavor of the month". He exemplified quoting the auctions of the pre-salt, the recovery of the Campos Basin and the on shore market. The latter, for example, can be exploited by small and medium-sized enterprises, which is important for the national productive chain.
