Under strong resistance from opposition lawmakers, was approved today (7) Bill 4567/16 which removes the obligation of Petrobras participate in the extraction of oil from pre-salt layer. The match ends 22 votes in favor and 5 against.

 

With the result in the special committee that examines the matter since March, the proposal goes to the House Floor. The board also examines highlights presented to the project.

 

The opinion of Deputy José Carlos Aleluia (Democrats -DEM-BA) changes the current rules that determine that the Brazilian state oil company is the sole operator of the holding in this layer, ensuring exclusivity on decisions such as setting criteria for the evaluation of wells, production and purchasing equipment .

 

The proposal, which was gathered in the Senate by the current foreign minister, Jose Serra, also restricts the obligation of Petrobras participate with at least 30% of the investments, consortiums for pre-salt exploration only to strategic areas.

 

Opposition

 

"For the sake of Brazil, for a future of strong investments to maintain the strategic role played by Petrobras in the development of a key industrial sector, we have to do the opposite of what is proposing the coup base Temer," protested Henrique Fontana ( PT-RS).

 

According to PT member, the interest of companies in the pre-salt operation reflects the profitability of the layer. "We here in Parliament, have the duty to maintain this exploration in the hands of Petrobras. Now that the filet mignon is on the table to be served, your excellencies want to remove this profitability from Petrobras, "he added.

 

Glauber Rocha (PSOL-RJ) thickened the choir contrary to opinion, to warn that production will be computed "by private interests" if the matter advance.
