Raphael Moura (photo), ANP's superintendent of Operational Safety and Environment, will assume the position of interim director general of the Agency as of 9/14, replacing José Gutman, who held the position since 3/28. Moura appears on the list of servers to replace the collegiate board of the ANP approved by the Decree of January 31, 2020, published in the Official Gazette of the Union of January 31, 2020 - Extra Edition.
The ANP awaits the approval, by the Federal Senate, of the new director general of the Agency, who will occupy the vacancy left by Décio Oddone.
Raphael Moura's summons was published today (9/9) in the Official Gazette (DOU), in ANP Ordinance 264, of September 9, 2020.
Raphael Moura holds a Ph.D. in Engineering from the University of Liverpool and a Master's in Risk Management from Cranfield University, both in England and an MBA in Enterprise Management, from the Getúlio Vargas Foundation, in Rio de Janeiro. He holds a degree in Production Engineering with an emphasis on Mechatronics from CEFET-RJ and a postgraduate degree in Offshore Systems from UFRJ.
Moura is a public servant at the ANP, where he has worked since 2005. He has held several strategic and leadership roles at the Agency, as Head of the Operational Safety Coordination, Infrastructure and Handling Superintendent, Board Advisor, and the most recent, Exploration Superintendent and Superintendent Operational Safety and Environment.
He is an honorary researcher at the University of Liverpool-UK and editor (2020-2022) of the journal of the American Association of Mechanical Engineers (ASCE-ASME Journal of Risk and Uncertainty in Engineering Systems Part B: Mechanical Engineering). He is an academic reviewer and author of technical publications in several international scientific journals in the areas of engineering, risks and uncertainties.
In the private sector (1998 to 2005), he worked in the design and implementation of engineering projects for civil and military applications.
