Researcher at FGV Energia suggests policies for the oil and gas sector in the next government

FGV Energia researcher Fernanda Delgado warns of the risks of discontinuation of oil and gas sector policies in the next government. According to her, it is necessary to continue to remove the barriers that hinder the entry of new investors and the creation of a competitive market, with more competition of services and, mainly, of prices.

 

The constant regulatory changes, high percentages of protection to the local industry and the absence of auctions have put Brazil behind in the race for external investments and, therefore, in the equation with the most developed economies, "explains Fernanda Delgado.

 

The researcher highlights the importance of the role of Petrobras as a development engine. According to her, the announcements of the investment plans of the company are eagerly followed by the market, since it is the biggest buyer of equipment and services of that segment in the country. "The oil industry is one of the most important in the economy, it represents 4% of GDP and one million direct and indirect jobs. The next government must continue efforts to unlock the sector, seeking more investments," says the expert.

 

In the upstream, Fernanda Delgado defends the maintenance of the calendar of rounds and a strong regulatory body (ANP) that can defend national interests. In the downstream, the researcher notes that the agenda is even more extensive and arduous, since it includes investments in refining, with the imperative need to bring competition and competitiveness to the fuel market and the distribution of natural gas. "It is also worth taking advantage of Petrobras' interest in selling its assets in the refining area to promote the attraction of new private investments and the deconcentration of the segment, as well as to monitor the national fuel market, thus inhibiting abusive practices, in particular in relation to the formation of prices above those practiced internationally, "opines Fernanda Delgado.

 

Tax policy - Lastly, the FGV Energia researcher believes that a review of the tax policy for the gas and fuel market is fundamental to make it more efficient. "With institutions that transmit the right incentives, it will be able to cope simultaneously with the scarcity of resources, with large social liabilities and with effects of rapid demographic transition on health and social security expenditures," Fernanda Delgado proposes.
