Yesterday (25/7) was held in Rio de Janeiro the public hearing on the pre-announcements and contract drafts of the 2nd and 3rd Production Sharing Rounds. During the opening, ANP director Waldyr Barroso highlighted the proposed improvements to the pre-bidding documents and contract drafts in relation to the first production-sharing tender for the Libra area in 2013. Among them, Procedures for the individualization of production; The rules of expression of interest for non-operators, allowing the participation of investment funds; The improvement of the bidding system; The revision of the Research, Development & Innovation (PD & I) clause; The inclusion of monetary restatement of the cost in oil and the perfection of the arbitration clause. 

After the opening, the Superintendent for the Promotion of Tender, Marcelo Castilho, made a presentation on the pre-bid and the assistant superintendent, Heloísa Borges, on the draft contract. In all, during the public consultation process, the ANP received 28 contributions for the pre-bid and 448 for the draft contract. All of this material will be reviewed prior to the publication of the notices and contracts on August 23. 

The project manager of the Oil and Natural Gas Exploration and Production Policy Department of the Ministry of Mines and Energy, Adriano Sousa, and the deputy public prosecutor, Artur Watt, also participated in the hearing. 

2nd Production Sharing Bidding Rounds 

The 2nd Production Sharing Bidding Rounds will offer four areas with unitizable deposits involving areas not contracted to the Union, in the pre-salt region, in the Campos and Santos basins. The mentioned areas are related to the discoveries denominated by Cat of Mato and Carcará, and the fields of Green Turtle and Sapinhoá. 

The bidding, which will be held on October 27, has great importance in relation to the continuity of investments in the development of oil and natural gas production from these areas. 

3rd Production Sharing Bidding Rounds 

The 3rd Bidding Rounds will also be held on October 27, under the sharing regime, and will offer four areas located in the Campos and Santos basins in the region of the pre-salt polygon, related to the prospects of Pau Brasil, Peroba, Alto Of Cabo Frio-Oeste and Alto de Cabo Frio-Central. 

The rounds under the sharing regime still depend on the resolution of the National Council for Energy Policy (CNPE) published in the Official Gazette of the Union to be held.
