All stages of the operationalization of the royalty distribution by the ANP, related to May 2026 production, for concession, onerous assignment, and production-sharing contracts were completed today (July 23).
The amount directly transferred to states was R$ 2.15 billion, while municipalities received R$ 2.77 billion. In terms of number of beneficiaries, transfers were made to 985 municipalities and 11 states.
In addition to these federative entities, from the total amount calculated by the Agency, portions of royalties were allocated to the federal government and the Special Fund, in accordance with current legislation.
The total amount of royalties from May 2026 production under the concession, onerous assignment, and production-sharing regimes allocated to municipalities, states, and the federal government was R$ 8.16 billion.

The ANP's role in royalty distribution
The ANP is responsible for calculating, determining, and distributing royalties to beneficiary entities (federal government, states, and municipalities). Royalties are distributed to beneficiaries according to various criteria established in Law No. 7,990/1989 and Decree No. 1/1991 (distribution of the 5% royalty portion); and Law No. 9,478/1997 and Decree No. 2,705/1998 (distribution of the portion above 5% of royalties).
The Agency is committed to full transparency regarding the resources distributed to beneficiary entities, as well as to the careful execution of the operational steps inherent to the complex activity of royalty distribution, at the national level, to the federal government, states, and municipalities, in accordance with the competencies established by current legislation.
There is no established date for the payment of royalty amounts, according to applicable legislation. Despite this, the ANP is committed to ensuring that revenue from royalties reaches beneficiaries in the shortest possible time.
