The ANP published, on 12/23, "Technical Report No. 07/SBQ (v.0) - General Guidelines - Procedures for Certification of Importers of Biofuels", related to RenovaBio. The document, based on ANP Resolution No. 758/2018, applies only to the route of first-generation fuel ethanol imported from the United States and produced from corn.
Although Law No. 13,576/2017 establishes that biofuel producers and importers can be certified at RenovaBio and be empowered to issue Decarbonization Credits (CBIOs), to date, only national producers have obtained the certificate.
The Technical Report aims to detail procedures and provide guidance and explanations to inspection firms and biofuel importers on the process of Certification of Biofuel Importers. It is the result of an extensive agenda of meetings with different market agents, including a joint mission by officials from the ANP, the Ministry of Mines and Energy (MME) and the Brazilian Agricultural Research Corporation (Embrapa) to the United States. In this mission, visits were made to US official bodies, associations representing the industry and local production plants.
On 11/14, the Workshop on Certification Procedure for American Ethanol Importers was held, with the presentation of the draft of the Technical Report, and a deadline was set for receiving suggestions on the document. After analyzing the suggestions and comments presented, the ANP concluded the first version of Technical Report No. 07/SBQ.
