A ceremony marking the signing of contracts for the five Pre-Salt Polygon blocks awarded in the 3rd Cycle of the Permanent Production Sharing Offer (OPP), held by the ANP on October 22, 2025, took place today (August 5) in Brasília.

The event was attended by ANP Directors Artur Watt (Director General), Symone Araújo, and Fernando Moura.

The blocks whose contracts were signed were Esmeralda and Ametista, in the Santos Basin; and Citrino, Itaimbezinho, and Jaspe, in the Campos Basin.

The winning bidders entered into production-sharing contracts with the ANP, the Ministry of Mines and Energy (MME), and Pré-Sal Petróleo S.A. (PPSA) for the exploration and production of oil and natural gas.

The signature bonuses for the five blocks, which are fixed and established in the OPP bidding notice, totaled R$ 103,728,181.09. The minimum investments established solely for the first phase of the contracts—the exploration phase—amount to R$ 451,498,600.00. The average premium on the offered profit-oil surplus was 85.30%.

Under the production-sharing regime, part of the oil and gas produced by the companies is allocated to the Union—referred to as the “profit-oil surplus percentage.” The percentage of this surplus that will go to the Union is offered by the bidders at the auction, starting from the minimum established in the bidding notice, and serves as the criterion for determining the winners.

The Permanent Offer is currently the main bidding modality for oil and natural gas exploration and production in Brazil. The OPP is intended for blocks in the Pre-Salt Polygon and other areas that may be deemed strategic by the National Council for Energy Policy (CNPE), while the Permanent Concession Offer (OPC) applies to other areas, such as post-salt and onshore areas.
