ANP to Participate in Research Project on Increasing Biofuel Blends

The project will be executed by ANP's Research and Technological Analysis Center (CPT), with funding from the Ministry of Science, Technology, and Innovation (MCTI).

The Collegiate Board of the National Agency of Petroleum, Natural Gas, and Biofuels (ANP) approved, this Friday (March 13), a draft ordinance establishing guidelines for the agency's institutional participation in the project Policy with Science – Future Fuel Research Network: Technical Feasibility of Increasing Gasoline-Ethanol and Diesel-Biodiesel Blends. The act also defines internal governance, coordination, and execution procedures for activities related to the project.

The project, to be executed by ANP's Research and Technological Analysis Center (CPT), with funding from the Ministry of Science, Technology, and Innovation (MCTI) transferred through a grant agreement signed with the National Council for Scientific and Technological Development (CNPq), is one of the projects to be developed under the Research Network, which will be coordinated by CPT. The total value of the project is approximately R$30 million, of which R$9,910,543.00 has been allocated to the project to be developed by CPT.

The Research Network, composed of nine laboratories, including CPT, aims to gather technical inputs to assess the feasibility of increasing biofuel blends with fossil fuels, as provided for in Law No. 14,993/2024 – the Future Fuel Law. This is because the legislation stipulates that any increases in ethanol blends in gasoline and biodiesel blends in diesel must be preceded by technical studies proving their feasibility, with the National Energy Policy Council (CNPE) subsequently deliberating on the matter.

In this context, the Future Fuel Research Network will conduct studies focused on evaluating the technical feasibility of the E35 blend (35% ethanol in gasoline) and the B25 blend (25% biodiesel in diesel).

It is important to note that the project does not represent the definitive technical assessment for adopting these blends in the market. Instead, it is a research initiative aimed at supporting the formulation and adoption of public policies, in line with the guidelines established by the Future Fuel Law.

The initiative is part of the Policy with Science program by MCTI, designed to support the formulation and evaluation of evidence-based public policies. The project was formally approved on December 1, 2025, and is expected to run until December 31, 2027.
