The ANP published today (07/07) ANP Resolution 823/2020, which eases normative acts related to the national fuel supply. The publication changes some points of Resolution ANP 812/2020, which defines procedures to be adopted by economic agents regulated by ANP while the temporary public health measures resulting from the Covid-19 pandemic last.
Here are the main changes brought about by the new resolution:
• Permission for the collection of imported products in the vessels' tanks to be carried out by the vessel's crew member, thus preventing access by employees of other companies that could be vectors of Covid-19 transmission. Laboratory analyzes and certificate emissions remain the responsibility of the inspecting firm accredited by the ANP;
• Flexibility in the mandatory inspections of biofuel producer facilities and in-person audits provided for in Resolution 758/2018, which deals with the certification of efficient production of biofuels within the scope of RenovaBio;
• Temporary suspension of the mandatory analysis by producers of the following characteristics of biodiesel: number of cetane, sulphated ash and corrosivity to copper;
• Exemption from signing for approval by the ANP of fuel supply contracts, allowing the acceptance of the agreement between the parties by electronic mail;
• Expansion of the deadlines provided for in resolution 811/2020, which regulates the activity of bulk transportation of oil, its derivatives, natural gas and biofuels by water and the transhipment operations between vessels (ship to ship), so that they are counted as of the end of the effectiveness of ANP Resolution 812/2020.
