BRL 33.1 million in financing: Grupo Cordeiro and Grupo Unilink drive green hydrogen for heavy transport at the Pecém Complex (CE)

Grupo Cordeiro and Grupo Unilink Transportes, leaders in port logistics, road transport, and heavy and oversized cargo, are the enablers and key players behind the H2Mover-Pecém project, in partnership with the Association of Companies of the Pecém Industrial and Port Complex (AECIPP). The initiative was selected in the highly competitive Northeast Call of the New Industry Brazil program, considered the largest public call ever held for industrial projects in the region. The initiative is conducted by a group of financial and development institutions, including BNDES, Finep, Banco do Nordeste, Banco do Brasil, Caixa Econômica Federal, and Sudene.
In total, the call received 245 proposals, representing BRL 127.8 billion in financing requests. Of these, 189 projects were approved, with a total demand of BRL 113.1 billion. Among the selected projects is H2Mover-Pecém, which secured BRL 33.1 million to implement a green hydrogen operational micro-chain focused on heavy transport within the industrial complex in Ceará.
The selection of H2Mover-Pecém takes place in a context marked by collaborative initiatives. According to call data, 32% of the approved proposals were submitted as consortia, and 77% involve Scientific and Technological Institutions (STIs) as partners—a model also adopted by the project developed in Ceará.
Unlike initiatives focused solely on the planning phase, H2Mover-Pecém provides for the deployment of a complete operational structure. The proposal includes a fixed pilot plant with daily production of up to 100 kilograms of green hydrogen, storage and compression systems, as well as a mobile unit for direct refueling of heavy-duty vehicles operating within the complex.
The initial fleet will consist of five units, including vehicles adapted with hydrogen internal combustion engines (H2-ICE) and electric models equipped with fuel cells (FCEVs). Operations will be supported by a digital traceability platform developed with the participation of the Federal Institute of Ceará (IFCE), enabling real-time monitoring of operational performance, avoided emissions, and logistics integration.
The project timeline foresees 36 months of technological development, including applied research, testing, and optimization of the pilot plant. The first vehicles are expected to enter operation in 2028, with the commercial phase scheduled to begin in 2029. The initiative also involves specialized technology partners.
According to Eduardo Amaral, president of the Association of Companies of the Pecém Industrial and Port Complex (AECIPP), the project creates tangible conditions for the adoption of green hydrogen within the complex. “The proposal allows companies to test and adapt the technology in a real operating environment, aligning CIPP with the strategies of Ceará’s future Green Hydrogen Hub,” he said.
Cristiane Ribeiro, Administrative Manager at Grupo Unilink Transportes, emphasized that the project’s impact goes beyond the boundaries of the complex. “Participating in this initiative means contributing to the construction of a more sustainable model for the logistics sector, integrating innovation and operational efficiency. The project demonstrates Ceará’s ability to lead processes related to the country’s energy transition,” she concluded.
For Alfredo Mendes, Director of Strategy and Technology at Grupo Cordeiro, the project addresses one of the main bottlenecks of the energy transition in the transport sector. “H2Mover solves a structural problem: the lack of synchronization between vehicles and infrastructure. We produce, compress, and refuel at the same location, which makes it possible to demonstrate the technical and economic feasibility of the model before scaling up to larger volumes,” he said. According to Mendes, the initiative also contributes to national technological development. “The Northeast is no longer just a supplier of clean energy, but also a developer of applied solutions for logistics decarbonization.”
H2Mover-Pecém represents a milestone that positions Ceará as a national hub for technological development in green hydrogen applied to heavy logistics.
