Fábio Mitidieri attends the opening of the Brazil Pavilion at a trade fair in the U.S. and discusses progress on the SEAP project with Petrobras.

The meetings took place on the first day of the Offshore Technology Conference in Houston, the largest trade fair for the international offshore industry.

The Sergipe delegation, led by Governor Fábio Mitidieri, was present this Monday, May 5, at the start of activities of the Offshore Technology Conference (OTC) 2025, the largest international oil and gas trade fair, held in Houston, United States. On the occasion, the team took part in the opening of the Brazil Pavilion, and in meetings with Petrobras and the Brazilian Petroleum and Gas Institute (IBP).

The meetings addressed key issues for Sergipe. In the most important one, with Petrobras, topics discussed included the status of the bidding process for FPSO platforms under the Sergipe Deep Waters (SEAP) project, the decommissioning process for shallow water platforms, a study on resuming production at the Sergipe Shallow Waters cluster through a private operator, operations at the Inácio Barbosa Maritime Terminal, and partnerships to develop workforce training programs in the oil and gas sector. The meeting was attended by Petrobras President Magda Chambriard.

Fábio Mitidieri highlighted the importance of the meeting and Sergipe’s positive visibility in the discussions.
"We are here in Houston, and once again Sergipe stands out. We had a meeting with Petrobras President Magda Chambriard, discussing Sergipe, the SEAP project with the start of gas exploration, and other initiatives including the Fafen plant. It was a productive meeting, with good news for the state. Sergipe is once again one of the main topics here at OTC, due to its gas exploration potential of 18 million cubic meters per day," stated the governor.

Another key point was the bidding process for the two ships to be used in SEAP, scheduled to begin in August.
"The bidding for the vessels will begin in early August, and several companies have already confirmed participation. We are optimistic that this will soon mark a new era of economic development for Sergipe, driven by gas exploration. Our entire delegation is here to ensure this historic moment takes place," Fábio added.

Petrobras Executive Director of Engineering, Technology and Innovation, Renata Baruzzi, emphasized the collaboration among all stakeholders:
"We can’t do anything without the help of our partners, including state and federal governments and institutions. We need a strong and united value chain, and we understand that this unity is what enables us to pursue a better future," she said.

In this regard, Fábio praised the partnership with Petrobras for bringing benefits to Sergipe:
"Petrobras has always been part of our state’s history. The people of Sergipe are eagerly awaiting the ship bidding process, which will transform our state’s economy. This is Sergipe’s second major economic growth cycle through gas exploration, giving us great capacity and opportunity," he affirmed.


Other Meetings

Other important meetings also took place on the first day of the event in Houston.
With the National Agency for Petroleum, Natural Gas and Biofuels (ANP), discussions included the Short-Distance Transport Tariff for gas-producing states and Petrobras’ new SEAP Development Plan.

Additionally, ANP and the Energy Research Company (EPE) discussed the feasibility of establishing a large-scale data center and a research and training center for professionals in Sergipe.
Finally, with the Brazilian Petroleum and Gas Institute (IBP), discussions focused on capacity-building in the oil and gas sector, particularly related to onshore fields and Petrobras operations in the SEAP project.


During the opening speech at the Brazil Pavilion, Floriano Pesaro, Director of Corporate Management at the Brazilian Trade and Investment Promotion Agency (ApexBrasil), highlighted Sergipe’s importance in coastal exploration. He emphasized that Sergipe has great potential in this area, with the Sergipe-Alagoas Basin emerging as a new production frontier. Petrobras plans to explore oil in deep waters off the Sergipe coast under the SEAP project, marking a new oil and gas frontier for the country in fields discovered off the state’s coast.

Fábio Mitidieri added that the Government of Sergipe is paying close attention to this opportunity, which could bring significant advancements for the state. According to the governor, increasing oil and gas exploration capacity will benefit several sectors of the economy and society as a whole.

"Our main concern is to ensure that our people benefit from the best opportunities and that the jobs and income generated stay with the population of Sergipe. We’ve already created a development fund that mandates royalty revenues be reinvested into the expansion of other economic sectors. Gas is a finite resource, and the economic wheel cannot stop. We will make the most of it for the benefit of our people," the governor concluded.

Governor Fábio Mitidieri is participating in the event along with a delegation that includes the State Secretaries for Economic Development and Science and Technology (Sedetec), Valmor Barbosa; for Social Communication (Secom), Cleon Menezes; and for Social Assistance, Inclusion and Citizenship (Seasic), Érica Mitidieri.

Also present are Sedetec Executive Secretary Marcelo Menezes; State Assembly President Jeferson Andrade; and the CEOs of Desenvolve-SE (Milton Andrade), Codise (Ronaldo Guimarães), Agrese (Hamilton Oliveira), and Carmo Energy (Rodrigo Moretto).
