New manager’s role will focus on regulatory advancements for mature fields
T&B Petroleum/Press Office ABPIPThe Brazilian Association of Independent Oil and Gas Producers (ABPIP) has announced the appointment of Lucas Mota de Lima (pictured) as Executive Manager, a position he assumed in May 2025. With extensive technical and institutional experience in the oil and gas sector, Lucas brings a proactive agenda focused on the sustainability of production in mature fields and the consolidation of independent producers as strategic pillars of Brazil’s energy matrix.
Lucas holds a degree in Petroleum Engineering from the Federal University of Campina Grande (UFCG), with part of his academic training completed in the United States, and a master’s degree in Energy from the University of São Paulo (USP). He served as a technical advisor at the Ministry of Mines and Energy (MME) from 2017 to 2020, where he coordinated the National Program for the Revitalization of Onshore Oil and Gas Exploration and Production Activities (REATE) and contributed to the development of regulatory policies and technical opinions for the sector. He later held leadership positions at EnP Energy Platform and Capixaba Energia.
At ABPIP, his work is focused on building a legal, regulatory, and fiscal environment better suited to the reality of independent companies operating mature and marginal fields. “These companies keep assets productive that are often overlooked by major operators, generating local jobs, stimulating regional supply chains, and contributing to the country’s energy security — all without subsidies and with environmental responsibility,” says Lucas.
Key priorities of his administration include advocating for proportional regulation for mature fields, revising the oil reference price, simplifying requirements for decommissioning and asset transfers, and pushing for a new legal framework for environmental licensing. “Brazil must recognize that the sector's diversity is a strategic asset. Independent producers are a vital part of that equation,” he emphasizes.
The arrival of Lucas Mota de Lima reaffirms ABPIP’s commitment to strengthening independent production and fostering constructive dialogue with regulatory agencies, the National Congress, and other institutional stakeholders.
