MME Technical Committee discusses challenges of the new downstream scenario

Yesterday, 01/23, the Ministry of Mines and Energy (MME) held the first 2020 meeting of the Integrated Technical Committee for the Development of the Fuel Market, other Petroleum Derivatives and Biofuels (CT-CB). The Committee decided to hold a workshop to be held between February and March with the participation of agents and other interested parties aiming at building work proposals on the challenges of the new downstream scenario, based on a transparent dialogue, with broad participation from the sector. , in a business environment based on governance, stability, legal and regulatory security, and predictability.

 

The Committee also decided to create the subcommittee for the supply of aviation fuels to address issues such as the specifications of aviation kerosene and the supply infrastructure at aerodromes.

 

The CT-CB is the main instrument for carrying out the work of the Abastece Brasil initiative, having decided as a priority agenda for 2020 the challenges of the downstream segment regarding the sale of Petrobras refineries. In addition, CT-CB will monitor the end of the practice of differentiated LPG prices, a measure adopted by CNPE in 2019, effective as of March 1, 2020. The Committee will also continue to act in permanent articulation with the sector with a view to combating fuel evasion and adulteration.

 

In this sense, the CT-CB is the appropriate forum to formulate proposals with a view to promoting competition in the national fuel supply, acting in the diversification of actors and in attracting investments in the sector, in line with the MME agenda.

 

It is incumbent upon the collegiate body to prepare studies to support the formulation of public policies aimed at guaranteeing the national supply of fuels and for the improvement of the sector's regulatory norms. In addition, it is up to CT-CB to propose actions and measures aimed at developing the fuel market.

 

The CT-CB, coordinated by the Ministry of Mines and Energy, is formed by the Civil House of the Presidency of the Republic; Ministry of Economy; Ministry of Infrastructure; Ministry of Agriculture, Livestock and Supply; Ministry of the Environment; Special Secretariat for the Investment Partnerships Program; National Agency of Petroleum, Natural Gas and Biofuels; Administrative Council for Economic Defense; and Energy Research Company.
