ANP will hold, on 1/11/2021, at 2:00 pm, the 1st Workshop on the Conceptual Model of the Gas Market. The document is the subject of Prior Consultation No. 01/2020 (see link), whose deadline for sending contributions was extended until 1/18/2021.

The publication of the Conceptual Model (see link) is the first step in the process of revising the regulations dealing with the commercialization and loading activities of natural gas, ANP Resolutions No. 52/2011 and 51/2013, respectively.

The workshop aims to bring to discussion the characterization of the natural gas market and the commercial relationship between agents, definitions that will influence the rules of: contracting transport capacity; purchase and sale of natural gas in the physical market or in organized markets (over-the-counter and stock market); and participation in contracting mechanisms designed to promote balancing actions.

The revision of the resolutions is foreseen in the Regulatory Agenda 2020-2021 of the ANP, and the realization of the event will allow the participation of the market and society in the process.

The event will also have the participation of the Ministry of Mines and Energy (MME) and the Ministry of Economy (ME), invited to present an overview of the Novo Mercado de Gás Program and the tax challenges of the natural gas industry, respectively. The following subjects will be the object of the 1st Workshop on the Conceptual Model of the Gas Market:

• MME: Novo Mercado de Gás Program.

• ANP: Characterization of the Conceptual Model

- Description of the current gas market (molecule and capacity);

- Examples of commercialization (what is already done, what can be done and can be done in the future);

- Market design proposal based on CNPE Resolution nº 16/2019 and Decree nº 9.616 / 2018 -  New Gas Market;

- Importance of supervision to guarantee the opening of the natural gas market;

- Timeline for market development and ANP Regulatory Agenda for the Novo Mercado do Gás;

- Role of stakeholders in the formation of the natural gas market.

• ME: Tax challenges at IGN.

Registrations to participate in the workshop can be made until 07/01/20, at 12:00, with the sending of the name and contacts by email to the address sim@anp.gov.br. Those interested in holding an exhibition at the event should inform with the registration request and forward the presentation. Access to the virtual room will be a priority for those registered and then other interested parties will be admitted, on a first-come, first-served basis, up to the capacity of the tool used, Microsoft Teams (300 people).

ANP made available, within the scope of the prior consultation, a questionnaire (see the link) on the Conceptual Model of the Gas Market, which can be completed by economic agents and others interested in participating. All contributions received in Prior Consultation No. 01/2020, in the workshop and in future events will be considered in the preparation of the proposed resolution, the draft of which will be subject to public consultation and audience before its final publication.
