The Special Bidding Commission (CEL) approved the registration of three more companies for the Permanent Offer: Giongo Oil e Gás Ltda., Nobel Energy Ltda. and Petropotiguar Petróleo e Gás Ltda. The inscriptions were approved yesterday (4/14), at a CEL meeting, and published today (4/15) in the Federal Official Gazette (https://www.in.gov.br/en/web/dou/-/comunicado-314144270).

With the three new companies, 65 are already enrolled in the Permanent Offer. (See the full list:http://rodadas.anp.gov.br/pt/oferta-permanente/inscricao-de-licitantes).

The Permanent Offer is a form of concession of blocks and areas with marginal accumulations for exploration or rehabilitation and production of oil and natural gas. In this modality, there is a continuous offer of exploratory blocks and areas with marginal accumulations located in any land or sea basins. The exception is the blocks located in the Pre-salt Polygon, in the strategic areas or on the Continental Shelf in addition to the 200 nautical miles, as well as those authorized to compose the 17th and 18th Bidding Rounds.

Once the application has been approved in the process, the company can declare interest in one or more of the blocks and areas offered in the Public Notice. After approval by CEL of one or more declarations of interest, a cycle of the Permanent Offer begins, with the disclosure of its schedule by the Commission. The cycles correspond to the holding of public bidding sessions for one or more sectors that have had a declaration of interest. On the day of the public session, the registered companies can make offers for blocks and areas with marginal accumulations in the sectors under bidding in that cycle.
