The ANP Board of Directors approved last Thursday (11/28) the inclusion of 173 blocks and a marginally accumulated area (Juruá, in the Solimões Basin) in the Permanent Offer, a bidding model in which there is a continuous offer of a portfolio of areas for exploration and production of oil and natural gas. Of the 173 new blocks, 149 were already under study and recently had a manifestation regarding the environmental viability and the other 24 are offered blocks and not sold in the 16th Bidding Round, held on October 10th.
The new version of the Permanent Offer Notice will be submitted for public consultation starting yesterday (29/11) and subsequent public hearing, scheduled for 02/05/2020. The current version, published in May 2019, includes 600 blocks with exploratory risk and 14 areas with marginal accumulations. However, in September this year, there was the public offering session of the 1st Cycle of the Permanent Offer, in which 33 blocks and 12 areas with marginal accumulations were auctioned. Thus, the new announcement will offer 740 blocks (567 remnants of the previous announcement and 173 new) and three areas with marginal accumulations (two remaining and the new Juruá area, returned to the ANP by Petrobras as determined by Board Resolution 243/2018 , of 05/09/2018).
In addition to the technical and economic parameters for the blocks and area included, the draft notice that will be submitted for consultation also updates the parameters of the blocks and the areas that were already in the previous version, especially in relation to the methodology for defining the tax rates. royalties. For areas located in new frontier and mature basins, the reduction was suggested considering the geological risk and the expected production of the sectors and, for areas with marginal accumulations, the minimum royalty rate equivalent to 5% was proposed. For areas outside the Campos and Santos Basin pre-salt polygon and those classified as high potential basins, it is proposed to maintain the royalty rate at 10%.

The Permanent Offer consists of the continuous offer of returned fields (or in the process of return) and exploratory blocks offered in previous bids and not sold or returned to ANP.
