The National Petroleum, Gas and Biofuels Agency (ANP) carries out the public consultation on the pre-announcements and drafts of the contracts for the 2nd and 3rd Round of Production Sharing Bids, from July 5 to July 21, In the pre-salt. The public hearing on the theme will take place on July 25, at a place to be defined.

The public stage of the process will allow the ANP to obtain additional information and subsidies on pre-announcements and draft contracts and provide economic agents and other interested parties with the opportunity to send comments and suggestions, publicizing and transparency to the Agency's actions.

In the preparation of the pre-announcements and contract drafts, formal improvements were made, which resulted in the simplification of the text and better organization of the information and content, which adapted the rules to the new CNPE resolutions and other relevant legislation.

Among the main changes are: specific information regarding the procedures for individualization of production for the 2nd Round; Inclusion of rules that allow the participation, in the form of non-operator, of the Investment Funds in Participations (FIPs); Possibility of taking advantage of documents presented in one sharing round to the other; Adaptation of the P, D & I clause to Pedefor Resolution nº 1/2017; Modification of the local content clause to adapt to CNPE Resolution 07/2017.

Also noteworthy is the adaptation of the texts to Petrobras' right of first refusal to act as operator. The company exercised preemptive rights for the uninhabitable area adjacent to the Sapinhoá field, offered in the 2nd Round, and in the blocks of Peroba and Alto de Cabo Frio Central, offered in the 3rd Round. Thus, for each round, two contract drafts were prepared, one with and another without the participation of Petrobras 30% as operator.

Both rounds are scheduled to take place on October 27 in Rio de Janeiro.
