The Brazilian National Agency for Petroleum, Natural Gas and Biofuels (ANP) will hold the public session of the 5th Cycle of the Permanent Concession Offer (OPC) on June 17 at 10 a.m. (BRT). The event will be streamed live on ANP’s YouTube channel: https://www.youtube.com/user/ANPgovbr.

A total of 16 sectors containing exploratory blocks will be on offer during this public session, located across five sedimentary basins: Parecis (onshore) and Foz do Amazonas, Potiguar, Santos, and Pelotas (offshore).

In total, 12 companies have submitted declarations of interest along with bid guarantees for these sectors. Additionally, 31 registered companies are eligible to submit offers during the public session.

Companies that did not submit declarations of interest with bid guarantees may still participate by forming consortia with companies that did.

What is the Permanent Offer?

The Permanent Offer is Brazil’s main bidding modality for oil and natural gas exploration and production. Unlike traditional bid rounds, this model allows for the continuous offering of exploratory blocks and areas with marginal accumulations, located in both onshore and offshore basins.

This approach gives companies flexibility to study technical data and submit offers at a time they consider most appropriate, without being bound to fixed schedules or specific bid rounds. This flexibility has made the Permanent Offer an essential tool for boosting competitiveness and attracting investment in Brazil’s oil and gas sector.

Currently, there are two types of Permanent OfferPermanent Concession Offer (OPC), Permanent Production Sharing Offer (OPP). 

These are aligned with Brazil’s respective concession and production sharing contractual regimes.
