Experts talk about the resumption of the O&G sector during the launch of Firjan's Oil Yearbook

The positive mood in relation to the prospects of the Rio de Janeiro market in the resumption of the economy set the tone for the first launch day, this Tuesday, 09/22, of the 5th edition of the Petroleum Yearbook in Rio de Janeiro, a study produced by the Petroleum management , Gas and Naval by Firjan. The launch, carried out virtually, with the mediation of Karine Fragoso, manager of Oil, Gas and Naval of the federation, will also have two other meetings with market agents, this Wednesday (23) and Thursday (24).

 

On its first day, the launch was attended by representatives of the federal and state governments, as well as organizations in the segment, who emphasized the national role of the state of Rio de Janeiro, in the Oil and Gas market. The state is responsible for 80 % of oil production and 66% of natural gas production across the country. Eduardo Eugenio Gouvêa Vieira, President of Firjan, highlighted the ability of the oil market to respond to the greatest public health crisis of the last hundred years.

 

“Firjan has closely seen the success that the oil market has obtained in maintaining its operations in the face of this tragedy, which has affected workers and companies. This resilience brings great optimism and perspectives to the resumption of economic activities. The yearbook that we present, in digital version, will offer data on the participation of the state of Rio in this market, in order to provide tools to face the challenges of the resumption and present all potential opportunities ”, says Eduardo Eugenio.

 

As part of the 5th edition of the Yearbook, Firjan's Oil, Gas and Naval Management launched the Dynamic Data portal, an interactive digital platform for consultation and research that will provide information, constantly updated, on the oil market in Rio and the country. All the content of the Yearbook will be available on the platform, which will also present a new data: the history of ICMS collection in the oil market in Rio.

 

“The Yearbook is a fundamental tool, which allows us to move forward in efficient decision-making, based on empirical evidence. We have a challenge to first have the data, and then to turn that data into robust analysis. This is a joint challenge. And as it progresses, we advance as a society, ”said Heloisa Borges, director of Oil, Gas and Biofuels Studies at the Energy Research Company (EPE), who praised the last chapter of the yearbook.

 

“It speaks precisely of the socioeconomic advantages that each billion reais brings in terms of revenue, in terms of the income effect for the states and in job creation. The state of Rio was already in a movement to try to reverse a less favorable economic scenario before the pandemic and the yearbook gives answers on how to do this: promoting the best use of resources with competitive market designs and actions that allow the insertion of innovations and allow that company, government and society are moving towards the energy transition ”, explained Heloisa.

 

Industry challenges 

In addition to emphasizing the importance of the publication, Philippe Blanchard, president of Firjan's Business Council for Oil and Gas and president of Total E&P do Brasil, pointed out the industry's challenges in the coming years. “Brazil remains one of the world's largest oil producers and this will generate wealth in the coming years. At the same time, we will have the challenge of the energy transition to a low-carbon future, which must be carried out in a manner that is both agile, efficient and sustainable. It is important to maintain a very stable tax, political and regulatory environment, because that is the only way we will be able to continue stimulating investments. We hope that the 2020 edition of the yearbook will contribute positively to the industry in Rio de Janeiro, ”he said.

 

José Mauro Ferreira Coelho, Secretary of Petroleum, Natural Gas and Biofuels at the Ministry of Mines and Energy (MME), also highlighted the resilience capacity during the pandemic. “Thanks to this joint work between the federal government, government agencies, regulatory agencies and private agents, we were able to monitor production that was maintained during the crisis. In a country with the continental dimensions of Brazil, with more than 210 million inhabitants, at no time did supply problems occur, be it fuel, electricity or minerals. This really shows how the sector works and shows the importance of integration between different spheres to achieve this objective ”, he highlighted.

 

The secretary also presented MME's programs for the market. Among them, he mentioned the construction of a program to coordinate actions dedicated to the production areas in mature fields, an opportunity mainly for some areas of the Campos Basin.

 

Clarissa Lins, president of IBP, recalled that the Oil and Gas market accounts for about 40% of Rio de Janeiro's industrial GDP and said that the scenario is optimistic. "Despite the adverse global moment, we work with investment perspectives of around US $ 10 billion per year in this segment, in Brazil, with 90% being attracted to the state of Rio de Janeiro", he said.

 

Raphael Moura, acting general director of the National Agency of Petroleum, Natural Gas and Biofuels (ANP), also emphasized the great potential of the state at the time of economic recovery and mentioned the decommissioning, a market that can attract many investments in the coming years. “The competitiveness of the industry and the ability to attract investment will continue, largely based on the structuring actions and opportunities mentioned, such as auctions and permanent offers, mature fields and decommissioning. Within the spectrum of investment possibilities that we have in Rio de Janeiro, we see opportunities in mature fields, for example, from Petrobras' divestment plan. Recently, a group of companies acquired completed divestment assets that alone amount to more than R $ 10 billion in firm investments. As for decommissioning, we have R $ 21 billion committed in the fields of work between 2020 and 2024 ”, he explained.

 

Claudia Rabello, undersecretary of Oil, Gas and Energy of the State of Rio de Janeiro, mentioned the work group recently created by the undersecretary with the objective of developing actions to attract investments to the state. “The state of Rio is at a very high level in terms of energy and we are working not only to maintain this status, but to expand this vocation of the state, adding to the role of fossil energy an attractive environment also for renewable energies. To plan the best use of gas, last week we published a resolution creating a working group, which will study mechanisms to attract investments and the creation of industrial centers that take advantage of natural gas, both in the production chain and for the generation of electric energy ” , he stressed, in addition to drawing attention to the potential of offshore wind farms, which will also be the subject of work by the state.
