The Firjan System's Oil, Gas and Naval (GPN) management has begun elaborating the construction of the 2018 Naval Strategic Map. The guidance document for all market agents and for updating companies in Rio. The kick-off occurred during the Naval Panorama Workshop held this Tuesday (23/1) in the Eastern Region of the Federation, in Niterói, with the participation of the main entities, companies and opinion formers related to the naval industry.

According to Firjan's Oil, Gas and Naval Manager, Karine Fragoso, the new map is an update of the publication published in 2016, now reflecting the objectives, priority themes and challenges of the segment in the face of a reality with difficulties experienced in recent years in the sector. According to her, a working group will be formed with members from all segments of the production chain, whose mission will be to consolidate the data, opportunities and future needs for the resumption of this important industry for the state of Rio and for the country.

The meeting was opened by the president of the Eastern Regional Federation, Luiz Césio Caetano, who highlighted the importance of the document for the development of the market for both the naval pole of Niterói and the state. "Firjan has been defending the main lawsuits of Rio's entrepreneurs and creating them contributing to improve the business environment of our state," he said.

Under the guidance of Federation GPN technicians, the first discussion for the formulation of the naval strategic map was attended by representatives of various entities, shipyards and companies of the productive chain of the shipbuilding industry such as Mauá, Eisa, Mac Laren, Brasa, among others. Also present were representatives of Transpetro and Emgepron, among others.

A generalized crisis

Sinaval's executive secretary, Sérgio Leal, presented data showing the deep market crisis starting in 2015, after a resumption in the mid-1990s. According to him, in December 2014 there were 82,000 jobs across the country, reduced to less than 35,000 today. Leal also pointed out that the crisis was generalized mainly by two factors: the Petrobras crisis and the non-effectiveness of Sete Brasil.

For Leal, the oil and gas market is the most qualified to react to a change of course and attract new investments. He said, however, that the adoption of measures, mainly by the government, to reverse the current obstacles that paralyze the industry, and actions for the development of cabotage in the country is imperative.

President of Asscenon, Elizio Moreira da Fonseca confirmed that Niterói has an enviable productive chain, but that it is necessary to have an action in defense of this industry so that it once again has the strength of the past. Meanwhile, the secretary of Economic Development, Naval Industry and Oil and Gas of Niterói, Luiz Paulino, stressed that the municipality has been adopting measures to keep companies in the city, as well as reactivate the naval industry in the region. He added that the EIA-Rima production process, which will permit the dredging of the São Lourenço canal, is already underway and expects it to be ready by the middle of the year.

The meeting also featured a lecture by Luciano Ponce, Captain of the Sea and War of the Naval War School of the Brazilian Navy, about the need for security and defense actions of the Brazilian Pre-salt.
