Leaders Identify Brazil as a Pillar of Energy Security and Innovation

C-level executives and international experts forecast more than US$ 150 billion in investments in the pre-salt, dismiss fuel supply shortage risks and accelerate the SAF agenda for 2027 and the natural gas market.

Against an international backdrop marked by tariff wars, tensions in the Red Sea and uncertainty over trade flows, the third day of ROG.e 2026 reinforced Brazil’s position as a safe and strategic hub for global energy supply. During the Strategic Talks panel, Vibra CEO Ernesto Pousada played down concerns about possible U.S. restrictions on diesel exports, stating that the Brazilian market is highly protected by a diversified supply network.

“We have a very broad diversification of diesel supply sources. In recent months, some sources have left the market because of conflicts, but at no point did our customers experience a fuel shortage. The country remains supplied and ready to grow,” said Ernesto Pousada, CEO of Vibra.

During the day’s luncheon presentation, Steve Gassen, SLB’s Executive Vice President, highlighted that the recent disruption to the supply chain caused by the conflict in the Middle East has created both gaps and opportunities in the sector. According to Gassen, technology will play a key role in the industry throughout the life cycle of production assets. In addition, deepwater assets will continue to require investment.

“We see opportunities for more than US$ 600 billion in investments worldwide from 2026 to 2030,” he said.

Brazil’s ability to combine security of supply with a sustainable transition was also highlighted during the Expert Talks session. Carlos Pascual, Senior Vice President at S&P Global; Torgeir Stordal, Director General of the Norwegian Offshore Directorate; and Izabella Teixeira, Co-Chair of the United Nations International Resource Panel, emphasized that, amid China’s dominance in critical minerals and global disputes, Brazil is emerging as a unique hybrid power, capable of supplying low-carbon oil while leading the new digital and climate era.

“Climate security and energy security must move forward together. Brazil is a crucial hybrid country: we have low-carbon oil, abundant resources and a neutral position from which to build new bilateral trade flows and strategic partnerships,” said Izabella Teixeira of the United Nations.

Billion-Dollar Investments and Regulatory Stability

The attraction of productive capital, supported by predictable rules, set the tone of discussions among global regulatory agencies. ANP Director General Artur Watt projected that Brazil’s pre-salt production will reach a plateau of 5.2 million barrels per day by 2032, driven by an estimated US$ 150 billion in investments over the coming years.

The appetite for billion-dollar investments was also confirmed by regulators from partner countries, such as Angola, which expects US$ 50 billion to reverse the decline of mature fields, and Mozambique, with the expansion of 38 million tonnes of liquefied natural gas (LNG) for the international market.

Leadership in Future Fuels and Natural Gas Expansion

As part of the transition toward renewable sources, the ROG.e Dialogues sessions provided details on the introduction of Sustainable Aviation Fuel (SAF) into Brazil’s energy matrix starting in 2027.

Representatives from the Ministry of Mines and Energy, Petrobras, Vibra and Embraer emphasized that Brazil has unmatched competitive advantages in feedstock, refining and aviation technology. Current aircraft are already capable of flying with a blend containing up to 50% SAF. The remaining challenge for the regulatory agenda is to consolidate the book-and-claim mechanism, ensuring the product can achieve commercial scale.

At the same time, the expansion of Brazil’s natural gas market brought together the ANP, Petrobras and BRAVA Energia to discuss legal certainty and infrastructure. ANP Director Symone Araújo highlighted the imminent conclusion of the tariff review for pipeline operators TAG and NTS, which is expected to improve liquidity in the sector.

Petrobras emphasized the progress of major offshore projects, such as Rota 3, Raia and SEAP, while BRAVA defended the potential of onshore operations and underground storage to reduce the cost of natural gas and support Brazil’s reindustrialization.
