The finance minister of Brazil, Guido Mantega, said yesterday (17) that the international economic recovery was not sufficient to stimulate the emerging countries. "The recovery from my point of view, is still incipient. It is a slower recovery than we would like, and still is not enough to stimulate the resumption of (countries) emerging. We are in a time of transition, coming out of an economic crisis and entering a new phase in the international economy, in which adjustments occur", he said after meeting with Treasury Secretary of the United States, Jacob Lew.
According to the minister, the reduction of economic stimulus, which is being made by several countries, including Brazil and the United States, creates a volatile international scene. "We have to accommodate ourselves to the volatility (change too fast) that these movements have caused", he said. 'We have some concern about the handling of China and other emerging countries. We have work yet to face important challenges on the path of global economic recovery", he added.
The situation in Ukraine was also the subject of the meeting. Mantega said the country faced a political crisis, may receive aid from the International Monetary Fund (IMF). "Ukraine has a difficult economic situation. She is a member of the Monetary Fund. Therefore, she is entitled to receive funds from the background. So I believe, within the rules established, (that) we can organize a program of aid to Ukraine", he said. The Brazilian minister did not comment, however, the defense of the sanctions imposed on Russia, taken moments earlier by Jacob Lew.
According to the U.S. Secretary, the U.S. government acted in response to "provocative actions" of Russia. The U.S. president, Barack Obama, ordered the freezing of representatives of 11 Tall Russian and Ukrainian assets. "Our actions demonstrate a focus to respond to an attempt to undermine the sovereignty and territory of Ukraine. We are prepared to take steps forward, politically and economically, in response to the crisis", said Lew.
According to the U.S. Treasury Secretary, in an emergency situation the Ucrância passes, the IMF can play an important role in supporting the country. 
The province Ukrainian Crimean approved in a referendum, the reunification of its territory to Russia. Popular consultation before condemned by the U.S. and European Union, which adopted measures in response to the action.
