The Ministry of Mines and Energy (MME) published today (13), in the Official Gazette (DOU), an order canceling the holding of the 2020 Existing Energy auction "A-2", scheduled for December 4.

The publication modifies a previous MME ordinance, from March 2019, establishing the dates for the A-1 and A-2 energy auctions for 2019, 2020 and 2021. The purpose of the competitions is to purchase electricity from energy projects. existing generation systems, for distribution in the National Interconnected System (SIN).

Despite suspending the A-2 energy auction, the ministry maintained the A-1 auction for December 4. The forecast is that the energy supply will start on January 1, 2021 and end on December 31, 2022.

Regulated environment

According to the ordinance, it will be up to the National Electric Energy Agency (Aneel) to prepare the public notice and the minutes of the energy purchase contracts, which will take place in the regulated environment.

The ordinance further determines that the contracts will be in the "by quantity of electric energy" modality, from any source, such as solar, wind, hydroelectric and coal, and that the costs arising from hydrological risks will be fully borne by the sellers.

According to Aneel, in 2019 the existing energy auction A-1 traded energy at an average price of R $ 158.37 / MWh, with a discount of 16.65% in relation to the established ceiling price, of R $ 190.00 / MWh.

In the existing A-2 energy auction, the average price was R $ 171.52 / MWh, reaching a discount of 9.7%. Four thermal developments using natural gas traded energy at the event, three located in Maranhão and one in Minas Gerais.
