ANP published today (4/6) the new version of the tender protocol for the Permanent Production Sharing Offer (OPP), approved by the Agency’s Board on 3/27 and subsequently validated by the Ministry of Mines and Energy (MME). The tender protocol was updated to include 15 new exploratory blocks which, added to the eight blocks already listed in the previous version, total 23 blocks eligible to be offered in the next OPP cycles. The technical‑economic parameters were also updated.

All 23 blocks have received a favorable opinion regarding environmental feasibility, issued by the competent authorities, as well as a Joint Statement from the Ministries of Mines and Energy (MME) and of Environment and Climate Change (MMA). The areas are located in the Pre‑Salt Polygon, with eight in the Campos Basin and thirteen in the Santos Basin.

The rules established in the previous version of the tender protocol and in the draft production sharing contracts remain unchanged.

With its publication, the blocks are now eligible to receive declarations of interest from registered bidders, accompanied by the respective bid guarantees, enabling the opening of the 4th OPP Cycle.

What is the Permanent Offer

The Permanent Offer is currently the main bidding modality for the exploration and production of oil and natural gas in Brazil. Unlike traditional bid rounds, this model allows the continuous offering of exploratory blocks and areas with marginal accumulations, located in onshore or offshore basins.

This gives companies the freedom to study technical data from the areas and submit bids at the moment they consider most appropriate, without depending on rigid deadlines or specific bidding cycles. This flexibility has made the Permanent Offer an essential instrument to foster competitiveness and attractiveness in the sector in Brazil.

Currently, there are two Permanent Offer modalities: Permanent Concession Offer (OPC) and Permanent Production Sharing Offer (OPP), according to the contractual regime (concession or production sharing).

To date, ANP has conducted five Permanent Offer cycles under the concession regime in 2019, 2020, 2022, 2023 and 2025, as well as three Permanent Offer cycles under the production sharing regime in 2022, 2023 and 2025.
