A project that allows the bidding for the concession of oil exploration in pre-salt areas in situations in which this regime is more advantageous for the country, ending Petrobras' preference in the production sharing regime, was the subject of debate at the Infrastructure (CI). The hearing was held today 19/11 at 9am.
At the initiative of Senator Jean Paul Prates (PT-RN), the request to discuss Bill 3,178 / 2019 invited the Deputy Secretary of Oil, Natural Gas and Biofuels from the Ministry of Mines and Energy, João José Nora Souto, and the executive manager. from Petrobras, Fernando Assumpção Borges, among others.
Authored by Senator José Serra (PSDB-SP), the bill received the approval of the rapporteur, Senator Rodrigo Pacheco (DEM-MG). José Serra explains that the pre-salt polygon has oil fields with diverse geological potentials. Some, according to the parliamentarian, are of good productivity, while others are less promising.
If the sharing regime is suitable for oil fields with high productive potential, the same cannot be said for fields with lower potential. For them, according to Serra, the bidding in the concession regime is the most recommended to attract companies that will not bid if the bidding is in the production sharing regime.
At the last auction of pre-salt areas, Economy Minister Paulo Guedes blamed the sharing scheme for not having much of the exploration blocks offered.
