The 2nd and 3rd Pre-salt Production Shares Round, held yesterday (October 27) by ANP, consolidated the resumption of the oil and gas sector in Brazil. Six blocks were auctioned, of the eight offered in the two auctions, generating R $ 6.15 billion of collection in signing bonus of R$ 760 million in planned investments.

 

Present at the event were the ANP directors, former directors and authorities, such as the Minister of Mines and Energy, Décio Oddone, and the chief minister of the General Secretariat of the Presidency of the Republic, Wellington Moreira Franco.

 

"Brazil is back on the scene of the world oil market," said ANP Director General Décio Oddone.

 

In the second round, the goodwill of the oil surplus was 260.98% and, in the 3rd Round, of 202.18%. The 1st Round of Sharing, held in 2013, which offered the area of Libra, had goodwill, since the area was sold for the surplus in minimum oil defined in the edict.

 

In the bids under the production sharing regime, the winning companies are those that offer the Brazilian State, from a minimum percentage fixed in the bid, the largest portion of oil and natural gas produced (ie the largest portion of surplus in oil). The signature bonuses, also determined in the edict, are fixed.

 

The success of the rounds reflects the regulatory changes made by the Brazilian Government, which made the business environment in the country more attractive to companies of different sizes, and the very attractiveness of the areas, since the Brazilian pre-salt has one of the greatest potentials of reserves to be developed on the planet.

 

Among the improvements in the legislation was the end of the obligation for Petrobras to be a sole operator in the pre-salt, opening up opportunities for the entry of other companies.

 

Under current legislation, Petrobras has the preemptive right to operate as an operator in the pre-salt blocks. The company opted to be an operator with the unbeatable block at the Sapinhoá Field (2nd Sapho), and also at the Peroba and Alto de Cabo Frio - Central blocks of the 3rd Round. In the three blocks, the winning offers were from consortiums led by Petrobras itself.

Differences between rounds

 

The second round offered four blocks with unitizable deposits, that is, adjacent to fields or prospects whose reservoirs extend beyond the contracted area: South of Cat of Mato, North of Carcará and Environment of Sapinhoá (Basin of Santos) and southwest of Tartaruga Green (Campos Basin). Unitization occurs when a deposit extends into areas belonging to different operators or between contracted and non-contracted areas.
