ANP held yesterday (23/8) the Technical Workshop on Oil Potential of Exploratory Blocks in the Permanent Offer. The event was online, broadcast by the ANP channel on Youtube.

 

As it is a continuous bidding modality, the Permanent Offer does not have the Technical and Environmental/Juridical-fiscal seminars held for the traditional bidding rounds. For this reason, the event aimed to present interested companies with technical information about the exploratory blocks on offer, their oil potential and legal aspects of the bidding process.

 

At the opening of the event, ANP Director Dirceu Amorelli highlighted that this is a procedure adopted by the ANP to provide more publicity and transparency to the process. “Whenever new blocks are included in the Permanent Offer notice, we hold workshops to show the potential that exists in these new areas that are entering. With the update of the notice, published on 7/30/2021, 1,068 exploratory blocks are on offer, located in 72 sectors, in 17 Brazilian sedimentary basins, totaling 462,000 km²”, he said.

 

Amorelli also recalled that the Permanent Offer has proven to be an effective model for developing the oil and natural gas sector in the country. "The two cycles of the Permanent Offer that have already been carried out practically represent a new and successful bidding model that permanently offers a portfolio of areas to interested companies, in addition to being effective in meeting the guidelines of the National Energy Policy Council (CNPE) of to encourage the exploration and production of oil and natural gas, and to increase the participation of small and medium-sized companies”, he concluded.

 

The Permanent Offer consists of the continuous offer of exploratory blocks and areas with marginal accumulations located in any onshore or offshore basins. The exception is the blocks located in the Pre-salt Polygon, in strategic areas or on the Continental Shelf beyond 200 nautical miles, as well as those authorized to make up the 17th and 18th Bidding Rounds. In this way, companies, especially those that do not yet operate in Brazil, have the opportunity to study these areas without the time limitation that traditional rounds provide.

 

In this modality, registered bidders may present interest in any blocks or areas, as long as they present declarations of sectors of interest, accompanied by bid guarantees. With the approval of one or more declarations from sectors of interest by the Special Bidding Committee (CEL), a Permanent Offer cycle is started. So far, two cycles have been carried out, one in 2019 and one in 2020.
