Vast Infraestrutura and Petrobras strengthen partnership and sign new contract for oil transshipment operations

Agreement marks a new stage in the partnership between the companies and represents the first take-or-pay contract signed between them.

Vast Infraestrutura signed a new long-term contract with Petrobras this Monday (6/07) for oil transshipment operations at T-Oil, Vast’s Oil Terminal, located at Porto do Açu, in the northern part of the state of Rio de Janeiro. The agreement marks a new stage in the partnership between the companies, which began in 2019, and is the first contract signed between them under the take-or-pay model.

Under this contractual model, minimum infrastructure usage commitments are established, providing greater operational predictability and capacity assurance for both parties.

“The new contract reflects the mutual trust built throughout this journey with Petrobras and reinforces the strategic role of T-Oil in the evacuation of Brazil’s oil production. The take-or-pay model will ensure greater efficiency for Petrobras’s export operations,” says Victor Snabaitis Bomfim, CEO of Vast.

Recognized for its safety, operational efficiency, and solutions aimed at reducing emissions, T-Oil is currently the national leader in oil transshipment operations between vessels. In 2025, the terminal carried out 229 transshipment operations and accounted for more than 48% of Brazil’s crude oil exports carried out from terminals, according to data from the National Waterway Transport Agency (Antaq).

Located near the country’s main producing basins, T-Oil is licensed to handle up to 1.8 million barrels of oil per day. The terminal has three berths (South, Central, and North), two of which (Central and North) are capable of receiving Very Large Crude Carrier (VLCC) vessels, with capacity of up to 2 million barrels of oil, and one (South) is capable of operating with Suezmax vessels, with capacity of up to 1 million barrels. Starting this year, the third berth (South) will also begin operating with VLCC vessels, expanding the company’s competitiveness and operational capacity.

T-Oil currently serves 11 of the main oil and gas operators active in Brazil: BW Energy, CNOOC, Equinor, ExxonMobil, Galp, Petrobras, PetroChina, PETRONAS, PRIO, Shell, and TotalEnergies.

With operations beginning in 2016, the company’s oil terminal (T-Oil) has already carried out more than 1,300 oil transshipment operations and accounts for around one-third of all Brazilian oil exports.

The company has already signed long-term contracts with Vibra and efen for the use of the terminal and its tank farm, whose construction is still underway and is expected to begin operations at the end of 2026.

Designed to serve the markets for petroleum products, chemicals, and low-carbon fuels, TLA is part of Vast’s strategy to support the energy transition, including initiatives focused on the movement of biofuels and the development of solutions for future fuels, such as e-methanol.
