Event discussed ways to mitigate emissions in the oil and natural gas sector

The National Agency of Petroleum, Natural Gas and Biofuels (ANP) held, on November 4 and 5, the workshop “Methane Mitigation in Brazil’s Oil and Gas Sector: Overview, Best Practices, and Regulation”, in partnership with the Clean Air Task Force (CATF) — a global, non-profit environmental organization that develops and implements policies and technologies to combat air pollution and climate change. The event took place at the ANP Headquarters in Rio de Janeiro and focused on strategies to mitigate methane emissions in the oil and gas sector.

At the opening session, ANP Director Fernando Moura (photo) emphasized the importance of partnerships among various national and international institutions in advancing the issue and reaffirmed the Agency’s commitment to emission reduction.

“This event reaffirms the Agency’s commitment to the energy transition and the decarbonization of the sector, in line with Resolution No. 8/2024 of the National Energy Policy Council, which directs ANP to implement actions to reduce greenhouse gas emissions, particularly methane, in exploration and production activities,” he stated.

He added: “In recent years, ANP has been structuring itself to meet this demand through several initiatives, including: incorporating this topic into the regulatory agenda; technical cooperation with the World Bank; promoting ANP Net Zero; and strengthening key research, development, and innovation programs such as NAVE (ANP Entrepreneurship Program) and PRH-ANP (Human Resources Training Program). These programs demonstrate that regulation, science, and innovation move forward together. This is how Brazil has been positioning itself to build modern, realistic, and effective regulation — based on knowledge and cooperation.”

On the first day, presentations were delivered by representatives from ANP, CATF, the Energy Research Company (EPE), the Government of Nigeria, the Global Methane Hub, experts, and energy companies. Topics included: methane emission regulation in the oil and gas sector in Brazil and other countries, the role of oil and gas in the energy transition, and regulatory best practices for emission mitigation, among others.

ANP also presented its Greenhouse Gas Emissions Dynamic Dashboard, an interactive tool that provides public access to emissions data from activities regulated by the Agency, which was recently updated.

On the second day, participants received training on CoMAT (Country Methane Abatement Tool), a system developed by CATF to help countries estimate methane emissions in the oil and gas industry and plan reduction strategies. The tool is free, customizable, and uses available national data from the sector to generate emission estimates and mitigation strategies.
