Executive Secretary of the Ministry of Mines and Energy (MME), Bruno Eustáquio Carvalho (photo) yesterday, 02/25, participated in the “2nd Gas for Development Week - Perspectives of Supply and Demand in the Natural Gas Market in Brazil”, promoted by National Development Bank (BNDES). In the webinar, the BNDES Gás Program was launched, which brings a set of financial solutions for the gas chain, and the 2nd Gas for Development Report, presenting the perspectives of natural gas supply and demand in the country.

 

When participating in the event, Bruno Eustáquio spoke about the irreversibility of the Novo Mercado de Gás program, which today has become the great platform for new perspectives for the most diverse segments that make up the immense chain of the Brazilian natural gas market.

 

In this context, the secretary presented figures that demonstrate the evolution of the market, from 2019 to the present day. And he cited, as an example, the loading sector, whose authorizations jumped from 3 to 54. In the scope of commercialization, the authorizations went from 7 to 51, and, in import, the jump was from 4 to 35 authorizations. "These are numbers that make clear the agents' confidence in the program, confirmed, above all by the work of the BNDES," said the secretary.

 

“We have a trajectory to be followed for what we consider fundamental for the open and competitive market, which takes time, we know, but that, using the instruments we have in hand, we will boost and accelerate this trajectory”, said Bruno Eustáquio, who also highlighted the leading position of the MME in relation to its energy matrix. “We are talking about 44% of renewable sources, while 14% are observed worldwide. There is a great responsibility in maintaining this renewability of the matrix, mainly due to the diversity and role of Brazil, always considering energy security and concern for the consumer as central elements ”, he noted.

 

The Secretary of Valuation, Planning, Energy and Lottery of the Ministry of Economy, Pedro Calhman de Miranda, was also part of the opening table of the event. According to him, there are already signs of the agents 'confidence in the fundamentals of the new gas market and he cited, as an example, the high interest of shippers' participation, the increase in the number of requests for shipment and marketing authorizations at the National Petroleum Agency ( ANP), among other signs. “We are progressing, more and more, in the construction of solid foundations in the legislation, in the regulation, and in the competitive conditions for the construction of the new gas market”, emphasized Miranda.

 

Entering the field of planning, Bruno Eustáquio cited the Decennial Energy Plan, PDE 2030, published today (25), inclusive, and “which brings important messages to the gas market: the estimated increase in demand is around 50% , with 74 billion investments and 33 thousand jobs ”. "We have, therefore, undoubtedly, a historic milestone in this process of opening up the gas market in Brazil," added the secretary, reaffirming the importance of instituting a new gas law, according to him, under the perspective of being voted on. next week, by the National Congress.

 

The challenges of the regulatory agenda that MME supervises with the ANP were also highlighted by the secretary, among them, the interconnection of gas pipelines, the resolutions on transportation tariffs and the unification of the loading resolutions. “It is important to note that we have only achieved these results through institutional cohesion between MME, the Ministry of Economy, BNDES, the Energy Research Company (EPE), the Board of Directors and Economic Development (CADE), the National Congress, the National Program Investment Partnership (PPI) and all the agents that are part and that represent the living force of this process ”, he affirmed.

 

At the end of his participation in the webinar, Eustáquio congratulated the BNDES for providing the entire gas market in the country with a powerful instrument, "knowledge" that allows, above all, "decision-making based on evidence, therefore being the rational decision-maker and inducer of the program by the MME ”, he declared. "And this product - he added - at the end of the day, consolidates the coherence between policy, planning, regulation and financing, based on solid institutional governance".
