The Mines and Energy Commission approved Draft Law 1339/15 by Deputy Chico Lopes (PCdoB-CE), which conditions the export of oil from the pre-salt to the domestic market for refined basic products in Brazil. The bill adds to Law 9.478 / 97, which deals with national energy policy.

 

The rapporteur in the committee, Deputy Vicentinho Júnior (PR-TO), gave a favorable opinion. "It is fundamental to establish, in law, a policy of refining the pre-salt oil in Brazil, in order to guarantee the country's self-sufficiency in basic derivatives," he said.

 

"Without this policy, Brazil opted to become an even bigger importer of derivatives, a major exporter of raw material (crude oil) and income generation and skilled jobs, such as those involved in refining, he stressed.

 

The rapporteur also suggested an amendment to establish one that, starting in 2025, the export of petroleum produced in the pre-salt is conditional on the country's self-sufficiency in basic derivatives. A timetable should be defined by later regulation.

 

Processing

 

The project was rejected by the first commission that analyzed it, the Economic Development, Industry and Commerce. Having received divergent opinions, it has lost its conclusive character. It will now be reviewed by the Commission on Constitution and Justice and Citizenship and will then proceed to the Plenary.
