Pipeline industry discusses technological advances and regulation for line management

The last day of Rio Pipeline 2019 lectures opened with the "Control Room Management" and "Pipeline Operation Risk Management" workshops, which addressed, among other topics, regulations and information sharing.

 

The challenges of remote pipeline management and the guidelines for making this monitoring more efficient was the theme of one of the lectures. Ádrian Merida, leader of ARPEL / EPCOD, an entity that brings together companies from the oil and gas sector in Latin America and the Caribbean, presented the result of extensive work by nine member companies from six different countries, which resulted in the "Guide Control Room Management ".

 

"The work was launched in March and is now available for consultation. We gathered there experiences from companies with different organizational cultures to develop best practice guidelines and guidelines. Among the novelties of this study is the chapter that deals with cyber attacks. It was an intense work , with meetings every fortnight for the production of this material ", says Merida. He also mentioned that Arpel is studying audits among the companies participating in the association that want to verify the level of compliance with the guidelines of this guide and others already published.

 

In this continuous search for best practices for the sector's activities, ANP's Offshore Production Facilities Operational Safety coordinator, Tiago Machado de Souza Jacques, highlighted in his lecture "Regulatory Aspects of Operational Safety" the importance of sector cooperation for information exchange. "This allows safety regulatory rules to be revisited and refined at all times. Thus, learning from small incidents prevents a major accident from arising," said Jacques.

 

Another highlight was the ANP's challenge to create safety regulations for the new generation of projects that are beginning to emerge. "Some projects now come with remote-operated technology from the very first oil and also provide for a huge reduction in onboard workforce. This is very desirable in the pursuit of a cleaner industry with less fatalities and greater reliability. On the other hand, we are at the frontier because there are no best practices regarding these new concepts, "he added.

 

At the workshop on Risk Management in Pipeline Operation, Getúlio Vargas Foundation (FGV) professor and researcher Carmen Migueles talked about how organizational culture facilitates or hinders major accidents. According to the expert, Brazil is in fourth place in the number of deaths at work, second only to China, the United States and Russia. "We see a disproportion, especially in relation to China, in the volume of hours worked in Brazil, which is much larger. If we look at the ratio between population size and volume of hours, we are the country with the highest number of fatal accidents in the world." , he explained.

 

For Carmen, the Brazilian culture resembles that of France, with high distance between the different hierarchical levels and high aversion to uncertainties, which implies bureaucracy, need for standardization of work processes and focus on technostructure, generating an incompatibility between the rule. written by the expert and the way the task performed, without feedback mechanisms or improvement of the individual by the work. "National culture cannibalizes our ability to make these individuals actually contribute information," he said.

 

Also according to the teacher, Brazil is the country with less propensity to trust, and the impact of this inside and outside organizations is very large. "We understand the mental model of always looking at what threatens us and always thinking about how to control the behavior of others. We have a very low propensity to make medium and long term planning and an absurd predisposition to try to solve problems by always increasing the number of rules. and procedures, "he said.
