The Ministry of Mines and Energy (MME) held on Tuesday (11/28/2017), in the auditorium of the National Agency of Petroleum, Natural Gas and Biofuels (ANP) in Brasilia, the "Seminar on Low Permeability Petroleum Resources in Brazil", which aimed to resume the discussion about the best way to enable the sustainable use of these energy resources in the country. More than one hundred participants attended the invitation to discuss the issue, coming from different institutions, governmental or non-governmental, including representatives of industry, the Federal Public Prosecutor's Office and entities related to the environment.

 

The event was opened by MME's Secretary of Petroleum, Natural Gas and Biofuels, Mr. Márcio Félix, and the Director General of ANP, Mr. Décio Oddone, who addressed the relevant aspects of this exploitation, ranging from regional development to energy and environmental security.

 

The event included an international panel, coordinated by Mr. João Vicente Vieira, Director of the Policy Department for the Exploration and Production of Oil and Natural Gas of MME, which presented legal, regulatory and operational aspects related to the use of these resources in the United States, in Colombia and Latin America. This panel also addressed social aspects that involve the theme, emphasizing the importance of frank dialogue and broad communication to resolve doubts and uncertainties associated with this activity, as well as exemplified how this debate took place in other countries.

 

The panelists were: Mr. Thomas Murphy, Director of the Marcellus Center for Outreach and Research - MCOR; Mr. Orlando Velandia, President of the National Hydrocarbons Agency (ANH) of Colombia; and Mr. Miguel Moyano, Exploration and Production Director of the Regional Association of Companies of the Oil, Gas and Biofuels Sector of Latin America and the Caribbean - ARPEL, who spoke about the potential and activity in Latin America.

 

The second panel of the meeting dealt with the legal and regulatory framework in Brazil and dealt with the requirements for the implementation and monitoring of the energy resources in question, which was coordinated by MME Legal Consultant, Ms. Renata Isfer, and had exhibitions from the Superintendence of Operational Safety and Environment of the ANP, the Attorney General's Office, the ANP's Attorney General's Office and the National Confederation of Industry (CNI). After the exhibitions, there was a fruitful debate about the activity between exhibitors and the audience.

 

In the afternoon there was a roundtable discussion on environmental sustainability, technological issues and an overview of the studies on the use of low permeability petroleum resources. Representatives of the MME participated in this table; of the Ministry of Science, Technology, Innovation and Communications (MCTIC); of the Forum of the Secretaries of Energy of the States; of the State Institute of Environment and Water Resources (INEMA) of the State Government of Bahia; of the ANP; of Universities; of the IBP (Brazilian Petroleum Institute) and ABESPETRO (Brazilian Association of Petroleum Services Companies).
