All stages of the operationalization of royalty distribution by ANP for the production of November 2023, related to concession and onerous assignment contracts, were completed today (19/01).

The amount directly transferred to the states was R$ 862,157,332.82, while municipalities received R$ 1,065,096,108.97. In terms of the number of beneficiaries, the transfers were made to 942 municipalities and 11 states.

In addition to these federative entities, from the total amount determined by the Agency, there are portions of royalties that were allocated to the Union and the Special Fund, under current legislation.

Detailed royalty values per beneficiary, including historical data, are available on the page https://www.gov.br/anp/pt-br/assuntos/royalties-e-outras-participacoes/royalties. Data for the current month is being consolidated and will be published soon on the same page.

Regarding royalties from production-sharing contracts for November 2023, the resources will be available to beneficiaries as soon as all necessary operational steps are completed.

ANP's Role in Royalty Distribution

ANP is responsible for calculating, determining, and distributing royalties to beneficiary entities (Union, States, and Municipalities). Royalties are distributed to beneficiaries according to various criteria established in Law No. 7,990/1989, Decree No. 1/1991 (distribution of the 5% Royalties share), Law No. 9,478/1997, and Decree No. 2,705/1998 (distribution of the share above 5% of royalties).

The Agency values transparency in disclosing resources distributed to beneficiary entities, as well as the careful execution of operational stages intrinsic to the complex activity of royalty distribution nationwide to the Union, states, and municipalities, under competencies established in current legislation.

There is no set date for the payment of royalty amounts according to applicable legislation. Despite this, ANP is committed to ensuring that royalty revenues reach beneficiaries as quickly as possible.

Values, deposit dates, and respective beneficiaries can be consulted on the Banco do Brasil website (https://www42.bb.com.br/portalbb/daf/beneficiario.bbx). For royalties, in the Fund field, select "ANP – ROYALTIES DA ANP."
