The oil & gas industry has just gained a new representative, who will act as a technical voice in the discussion and proposition of themes from the downstream and midstream sectors, which include the production, import, logistics and distribution of fuels. The Brazilian Downstream Association (ABD), housed by the Brazilian Institute of Petroleum, Natural Gas and Biofuels (IBP), was formed on Tuesday (16.06), in a virtual assembly, and had its bylaws approved, the members of its boards administration and tax, among other items. ABD will be headquartered at the current IBP office in Rio de Janeiro.


Institucional

 

For Clarissa Lins (photo), president of the IBP and also elected as a representative on the ABD Board of Directors, the association was born at an opportune moment of market transition, despite all the adverse conditions brought about by the Covid-19 pandemic. “This is a historic moment and demanded a lot of dedication from the IBP and the representatives of the associated companies. Created on the basis of the most modern principles of business representation defended by IBP, ABD intends to discuss and create a systemic vision for the mid and downstream, rethinking the performance model of the refining, logistics and distribution of fuels and lubricants in a new environment , with plurality and freedom among agents, modern, competitive, fair and sustainable ”, he explained.


Ethics and transparency, support for a competitive and dynamic market, respect for contracts and brand protection, legal security, security of operations and investments, tax equity and combating irregularity are some of the principles of the Association, which proposes to bring together economic agents diverse, with voice and representation, such as refiners, 1st generation petrochemical plants with production of oil products, logistics operators, fuel distributors, producers of lubricants and additives.


Priorities

Recently, the IBP Downstream Steering Committee, formed by CEOs of associated companies, defined the guidelines for the performance of the new ABD, as well as the main topics on its agenda. The guarantee of supply is the first issue, a top priority that supports others. Next, and understood as fundamental for attracting investments and development in the sector, emphasis will be placed on a thorough review of the tax model of the entire O&G value chain. Other critical points that ABD will address are: logistics, especially with regard to the availability of infrastructure to meet future economic growth; regulation and legislation issues; and last but not least, the fight against the illegal fuel market, which produces a series of competitive distortions and losses to society with an enormous impact on public coffers and the final consumer.


Institucional

 

From now on, through the Association, and based on an engagement plan with representatives of the government, the Legislative Power and regulators, IBP proposes to make the necessary efforts to build a new fuel and lubricant market. , increasingly dynamic and competitive.


Thus, IBP definitively positions itself as a relevant actor in the construction of a competitive oil and gas market, contemplating the various links in the value chain, attracting investments and creating value for the entire Brazilian society.
